La Chine souffre en silence et fait un premier pas vers les États-Unis
Les exportations chinoises ont chuté de 3,2 % d’une année à l’autre en septembre - la plus forte baisse mensuelle depuis février -, soulignant l’impact de la guerre commerciale avec les États-Unis et le ralentissement de la demande mondiale sur la deuxième économie mondiale. Les chiffres montrent que les importations en provenance des États-Unis ont chuté de 26,4 % le mois dernier, tandis que les exportations vers le pays de l’Oncle Sam ont chuté de 10,7 %. Cette dégradation du commerce extérieur de septembre coïncide avec l'augmentation des droits de douane, décidée par Washington, sur plus de 110 milliards de dollars d'importations chinoises, à 15 %.
Ces chiffres arrivent au moment même où les relations commerciales avec Washington se réchauffent quelque peu. Donald Trump vient en effet d’annoncer que les deux parties étaient parvenues à un "accord important de phase un" au cours des négociations de la semaine dernière. Si cet accord permet - un tant soit peu - de calmer le jeu, il ressemble plus à une trêve et n'est pas révolutionnaire. Le plus dur reste encore à faire. Ce nouvel accord ne prévoit pas de réduction sur les droits de douane existants sur les produits chinois qui ont été taxés depuis le début de la guerre commerciale en 2018, y compris les taxes de 15 % sur 110 milliards de dollars supplémentaires entrées en vigueur en septembre. Il n’y a rien non plus concernant la menace de 15 % de droits de douane sur 160 milliards de dollars de biens chinois, le 15 décembre. En outre, les États-Unis ne se sont pas engagés à alléger leur répression contre Huawei, la société chinoise d'équipement de télécommunications accusée par les autorités américaines de constituer une menace pour la sécurité nationale. La Chine, elle, ne semble pas céder du terrain concernant les transferts forcés de technologie et n'a pas voulu faire de grandes concessions sur les subventions industrielles qui frustrent depuis longtemps les responsables et les entreprises des États-Unis.
Concernant les points positifs, l’accord retarde l'introduction de nouveaux droits de douane sur les produits chinois qui devaient entrer en vigueur cette semaine. Par ailleurs, Pékin a accepté de procéder à des achats supplémentaires de produits agricoles, en particulier de soja et de porc, d'une valeur annuelle comprise entre 40 et 50 milliards de dollars, soit plus du double de ce qu'ils étaient avant la guerre commerciale, et plus du quadruple de ce qu'ils étaient en 2018 où ils sont tombés à 9 milliards. C'était un point important pour Donald Trump, en vue de l'élection présidentielle de 2020, qui compte les agriculteurs parmi sa base électorale restreinte.
D'autre part, un accord sur la monnaie est "presque atteint" selon Steven Mnuchin, le secrétaire du Trésor des États-Unis. Cet été, le Trésor américain avait accusé la Chine de manipuler le cours de sa devise. Pékin l’avait laissée se déprécier, en conséquence de quoi le billet vert avait franchi le cap symbolique de 7 yuans pour 1 dollar. Cette dépréciation du yuan avait permis d'alléger les droits de douane pour les importateurs américains préservant ainsi les exportations chinoises d'une déconfiture plus importante. Les États-Unis veulent que la Chine laisse la valeur du yuan être déterminée par les forces du marché, ce qui serait de fait un taux de change flottant. Or si la Chine a renoncé au taux de change fixe il y a quelques années, elle ne semble pas encore prête à cesser complètement ses interventions sur le marché des changes pour influer sur le cours du yuan.
Le sommet de l’association de coopération économique Asie-Pacifique (APEC) les 16 et 17 novembre, pourrait constituer un tournant important dans cette guerre commerciale puisque Xi-Jinping et Donald Trump devraient s'y rencontrer. Les responsables américains et chinois devraient finaliser le texte de cet accord limité dans les cinq prochaines semaines, en prévision de ce sommet.
