Donald Trump tient son accord
L’Oncle Sam est frappé de plein fouet par le Covid-19. Ce dernier a fait au moins 720 morts et contaminé plus de 53.000 personnes - c'est le troisième pays le plus touché dans le monde derrière l'Italie et la Chine. Des milliers d'entreprises sont fermées, les licenciements se multiplient et environ 100 millions de personnes, soit un peu moins d'un tiers de la population, sont touchées par des mesures de confinement. De fait, la Californie, l'État de New York, le New Jersey, l'Illinois, la Pennsylvanie, le Nevada, l’Etat de Washington, le Nouveau Mexique et le Michigan ont pris des mesures allant dans ce sens. New York, Los Angeles et Chicago, soit les trois plus grandes villes du pays, sont à l’arrêt.
Alors que l’Organisation mondiale de la santé (OMS) s’inquiète de plus en plus de la vitesse de transmission du virus au sein de la population américaine et que les observateurs économiques multiplient les prévisions de croissance fortement négatives en rythme annualisé (-30% selon Morgan Stanley au deuxième trimestre et -24% selon Goldman Sachs), le Sénat et l’administration Trump, eux, sont parvenus à un accord de relance budgétaire historique pour faire face aux défis économiques majeurs que pose le coronavirus. "C'est un investissement pour notre nation comparable à un effort de guerre", a estimé Mitch McConnell, le chef de file de la majorité républicaine au Sénat. Du côté des démocrates, leur porte-parole au Sénat, Chuck Schumer, n’hésite pas à parler du "plus important plan de sauvetage de l'histoire américaine" et le compare au "plan Marshall" pour les hôpitaux et la santé. Le Sénat doit le voter dans la journée et la Chambre des représentants devra se prononcer ensuite, puis ce sera à Donald Trump de promulguer le texte.
Ce plan devrait peser environ 2.000 milliards de dollars, soit 9,2% du PIB des Etats-Unis. D’après les informations dont on dispose jusqu’à présent, il devrait contenir 500 milliards de dollars pour soutenir les entreprises industrielles les plus touchées via des prêts, 500 milliards de dollars pour les aides directes aux citoyens, qui pourront aller jusqu'à 3.000 dollars par foyer – 1.200 dollars par adulte et 500 dollars par enfant. De plus, 350 milliards de dollars devraient être mobilisés pour les prêts aux PME, 250 milliards de dollars pour les mesures d'aides aux chômeurs et 100 milliards de dollars pour les hôpitaux et le système de santé. Par ailleurs, 150 milliards de dollars seront ciblés en direction des Etats et des autorités locales en vue de les aider à affronter l'épidémie.
Selon William de Vijlder, chef économiste de BNP Paribas, ces annonces correspondent à "la seconde phase de cette réponse monétaire/budgétaire bien coordonnée, qui devrait considérablement renforcer les marchés financiers américains et l'économie mondiale, bien que le facteur clé soit bien sûr le moment où la pandémie aura été maîtrisée". Vincent Boy, analyste marché chez IG France, rappelle, lui, que ces mesures représentent environ "8,7% de la dette des Etats-Unis. Le budget fédéral 2020 présentait déjà un déficit qui aurait atteint 1100 milliards de dollars cette année. Mais avec une hausse des dépenses de 2.000 milliards et une forte chute des recettes de l’Etat, le déficit total pourrait exploser tous les records cette année. A titre de comparaison, durant la crise de 2008 les mesures de soutien de Bush et Obama se sont élevées à environ 1.000 milliards de dollars".
Par ailleurs, contrairement à la zone euro où les taux longs ont connu un mouvement haussier à la suite des annonces des différents de plans de relance budgétaire, les taux d'intérêt à 10 ans américains n’ont, eux, pas bougé d’un cil ce matin, ni les jours précédents lorsque le plan était déjà dans les tuyaux. C'est la preuve éclatante de l'emprise exercée par la Réserve fédérale américaine, l'autre acteur en première ligne dans la bataille contre le coronavirus, sur les marchés obligataires au travers de ses annonces d’achats massifs de bons du Trésor - entre autres.
