Les taux d’intérêt américains remonteront-ils de notre vivant ?
Le monde économique se souviendra du 27 août 2020, comme il a été durablement marqué par le changement de braquet de la Fed du 6 octobre 1979. Ce jour-là, Paul Volcker, alors gouverneur de la Réserve fédérale américaine (Fed), prit d’importantes mesures pour lutter contre l'inflation à deux chiffres dont souffraient les Etats-Unis. Jeudi dernier, Jerome Powell, le gouverneur de la Fed, s’exprimait dans le cadre du symposium annuel de Jackson Hole et il a annoncé que la Fed amendait son mandat dual (une inflation de 2 % l’an et le plein-emploi).
Depuis 2012, la Fed ciblait une croissance de l’indice des prix des dépenses de consommation personnelle (PCE) de 2 % par an. Maintenant, elle visera une inflation de 2 % l’an, en moyenne, au cours du temps. Ce changement qui peut apparaître anecdotique, est pourtant majeur. Ce nouvel objectif signifie que lorsque l’inflation se situe durablement en dessous de 2 % la Fed sera prête à tolérer une inflation supérieure à 2 % pendant une durée équivalente afin que son niveau moyen soit de 2 % au cours du temps. Rappelons qu'auparavant la Fed était susceptible de relever ses taux d’intérêt dès lors que l’inflation s’approchait ou dépassait 2 % l'an, nonobstant son niveau atteint les années passées.
Concernant l’emploi, la Fed a également significativement changé sa stratégie. Alors qu’elle traquait, à la hausse et à la baisse, les déviations du taux de chômage par rapport son niveau "naturel" (Non-Accelerating Inflation Rate of Unemployment – NAIRU), elle sera tout aussi regardante sur l’excès de chômage mais beaucoup moins sur le fait qu’il se situe à un niveau inférieur à son niveau soutenable. En clair, dans son mandat précédent, la Fed était incitée à resserrer sa politique monétaire dès lors que le taux de chômage s’approchait de son niveau naturel ou le franchissait, afin de se prémunir contre l'importante accélération de l’inflation qui pouvait en découler. C’est la fameuse courbe de Phillipps sur laquelle s’appuient les banques centrales, postulant qu’au fur et à mesure que le plein-emploi émerge, l’inflation est amenée à augmenter en raison de l’accélération de la croissance des salaires nominaux, issue de la hausse du pouvoir de négociation des salariés.
Désormais, la Fed sera donc beaucoup plus complaisante avec le fait que le taux de chômage évolue en dessous de son niveau naturel car elle estime que la relation entre le plein-emploi et l'inflation n’est plus aussi forte que par le passé. Jerome Powell expliquait jeudi que "l'emploi peut être égal ou supérieur aux estimations en temps réel de son niveau maximal sans susciter d'inquiétude, à moins qu'il ne s'accompagne de signes d'augmentation indésirable de l'inflation ou de l'apparition d'autres risques qui pourraient entraver la réalisation de nos objectifs". Traduction : nous n'agirons plus de manière préventive vis-à-vis du plein-emploi, car nous lui laisserons sa chance afin que les minorités et les personnes peu qualifiées puissent en bénéficier et nous relèverons les taux d'intérêt uniquement si des signes de poussée de l'inflation se font jour.
Pour mieux comprendre les conséquences directes de ce nouveau mandat sur la conduite de la politique monétaire d'aujourd'hui, il faut d’abord rappeler le contexte macroéconomique dans lequel on se trouve. Cela fait près d’une décennie que l’inflation américaine se situe à un niveau faible ou du moins inférieur à ce qu’exige le mandat de la Banque centrale américaine. Le taux d’inflation en glissement annuel de l’indice PCE a atteint 1,4 % en moyenne entre janvier 2012 et juillet 2020. Malgré sa politique monétaire accommodante, c’est-à-dire des taux d’intérêt inférieurs à leur niveau neutre sur l’activité, et l’utilisation de mesures non conventionnelles qui ont fait grossir son bilan de 18 points de PIB (soit 4 073 milliards de dollars entre le 4 janvier 2012 et le 26 août 2020), la Fed n’a que très rarement réussi à atteindre un taux d'inflation annuel de l'indice PCE de 2 %.
Or, avec son nouveau mandat, la Fed ne doit pas seulement réussir à atteindre une inflation de 2 % l’an, mais être en mesure de dépasser ce niveau durant une période telle que l'inflation puisse atteindre 2 % en moyenne au cours du temps. Le défi est presque aussi ardu pour l’emploi puisque le taux de chômage s’affiche à 10,2 % quand le NAIRU se situerait, selon les estimations de la Fed, aux alentours de 4 %, et qu'il a fallu plus de 8 ans (avec une baisse de 6 points) pour que le taux de chômage retrouve ce niveau à la suite de la crise financière mondiale... c’est dire l’ampleur de la tâche qui attend l'institution de Washington et donc la durée pendant laquelle une politique monétaire accommodante sera indispensable. Enfin, depuis 1980, la durée moyenne d'un cycle d'expansion de l'économie américaine est de 6 ans et 8 mois, ainsi, quand bien même la Banque centrale serait-elle sur le point d'atteindre ses objectifs, qu'elle se verrait dans l'obligation de ne pas durcir sa politique monétaire.
Des esprits provocateurs argueront que les plus vénérables d’entre nous n’assisteront plus à la moindre hausse de taux de la Fed au regard de la conjonction d'événements nécessaires pour que cela n'advienne.
