Quel est votre scénario de croissance en Europe et en France pour 2025 ? De quelle manière les risques géopolitiques (Ukraine, Moyen-Orient, nouvelle administration Trump, élections fédérales allemandes) sont-ils susceptibles d’affecter vos prévisions ?
En raison de facteurs de risques externes, comme le protectionnisme, et de facteurs de risques internes, liés à l’incertitude politique en France et en Allemagne, la confiance des entreprises européennes est en train de s’éroder. D’après les dernières enquêtes conjoncturelles, la chute de confiance semble se propager aux entreprises du secteur des services, qui constituaient jusqu'à présent le principal moteur de l’activité économique dans la zone Euro. Ces risques devront donc être surveillés pour leur impact potentiel sur les décisions d’investissement et de consommation des agents économiques.
Compte tenu des fondamentaux déjà faibles, nous avons récemment révisé à la baisse notre projection de croissance pour la zone Euro, mais celle-ci devrait rester proche de 1 % en moyenne annuelle en 2025. La consommation devrait contribuer positivement, grâce à un taux de chômage au plus bas et au rattrapage salarial de l’inflation qui se poursuit progressivement. Les investissements devraient ensuite reprendre modérément courant 2025, aidés par les baisses de taux directeurs de la Banque Centrale Européenne, mais probablement modérés par les incertitudes décrites plus haut.
Si nous avons évoqué les risques baissiers sur la croissance, il faut aussi mentionner les éléments positifs : les enquêtes conjoncturelles ont constamment sous-estimé l’activité économique au cours de l'année écoulée (particulièrement en France), l’Espagne et certains autres pays périphériques continuent à surperformer les pays dits "cœur", et enfin, l’impulsion fiscale en Allemagne pourrait être plus forte qu’anticipée post élections si le nouveau parlement vote la modification de la règle de l’endettement ou si la nouvelle coalition vote un plan de relance via un fonds spécial. Enfin, n’oublions pas de mentionner que si Donald Trump parvient à négocier la paix entre la Russie et l’Ukraine, cela pourrait avoir un impact positif sur la croissance européenne, et pas seulement sur les marchés.
Avec une désinflation qui n’est pas en danger, la BCE devrait continuer à baisser les taux directeurs autour de 2%, un soutien indispensable pour les fondamentaux européens.
Faut-il s'attendre à une divergence marquée entre les politiques monétaires menées par la Banque centrale européenne et la Réserve fédérale américaine ?
A court terme, le résultat des élections américaines ne devrait pas impacter la politique monétaire ; les baisses des taux prévues pour les prochains mois ne sont pas remises en question, même si les baisses de taux de la Réserve fédérale américaine pourraient être plus espacées en début d'année 2025.
Toutefois, la situation est plus complexe aux États-Unis qu’en zone Euro en ce qui concerne l’inflation. De ce côté de l’Atlantique, l’inflation reste sur une trajectoire de retour à la cible en 2025, permettant à la BCE d'amener les taux directeurs vers la neutralité, c'est-à-dire autour de 2 %. Aux États-Unis, la détente sur le marché du travail engendrera moins de tensions sur les salaires à l’avenir et donc sur les prix finaux.
De plus, la forte productivité américaine aide les entreprises à absorber les coûts sans nécessairement recourir à des hausses des prix. Toutefois, le protectionnisme est probablement le principal risque qui plane sur l’inflation américaine. Si l’inflation américaine s’avère finalement plus persistante, les taux directeurs pourraient diminuer moins que prévu en 2025 et rester plus proches de 4 % que de 3 %. Dans un scénario de protectionnisme déployé entièrement (c'est-à-dire 60 % de droits à l'importation appliqués à la Chine et 10 % ou 20 % au reste du monde), les trajectoires de politique monétaire pourraient alors s’avérer plus divergentes entre les deux Banques Centrales.
En plus d’avoir failli à anticiper la dégradation sensible de ses finances publiques en 2023 et 2024, la France pourrait durablement évoluer dans une situation politique instable. Doit-elle redouter une crise de confiance sur les marchés obligataires à brève échéance ?
L’écart de taux (spread) actuel entre la France et l’Allemagne intègre déjà en partie le risque d’une dégradation de la note française vers un simple A. Si cette transition se fait de manière graduelle et ordonnée (pour rappel, le passage de AAA à AA par les trois agences de notation a pris quatre ans, de 2012 à 2015), l’impact sur les marchés devrait être plus limité, même si le spread pourrait continuer à se situer au-delà de la moyenne des deux dernières années. Si la dégradation se produisait plus rapidement, par exemple à la suite d’une crise politique majeure ou à un autre choc exogène, qui engendrerait une moindre crédibilité du pays et probablement un choc de confiance qui pèserait sur la croissance, le marché obligataire serait plus sous pression.
