L’Esma évoque un risque élevé de correction sur les marchés financiers / Taux d’intérêt et politique effraient
Dans son second rapport annuel sur les tendances et risques financiers, le gendarme boursier européen fait valoir que la baisse temporaire des valorisations des actions au début du mois d’août et la volatilité du marché autour des élections parlementaires européennes et françaises en juin montrent que les marchés sont très sensibles. Aussi, il perçoit un risque de correction demeurant élevé, ce « dans un contexte de liquidité fragile, tant sur les marchés d’actions que sur les autres marchés, et d’inquiétudes persistantes concernant l’exposition à l’immobilier ».

Les marchés financiers sont à fleur de peau. C’est ce qu’on peut déduire à la lecture du second rapport annuel de l’Autorité européenne des marchés financiers (Esma) sur les tendances et risques. "Les marchés sont de plus en plus nerveux face aux perspectives économiques et aux événements politiques, comme le montrent la baisse des valorisations des actions au début du mois d’août et la volatilité des marchés autour des récentes élections européennes et françaises", a déclaré Verena Ross, présidente de l’Esma.
Certes, le gendarme boursier européen constate que les marchés anticipent encore à l’heure actuelle un "atterrissage en douceur", c’est-à-dire un ralentissement de l’inflation mais sans un fléchissement brutal de l’activité économique. Toutefois, il avance qu’ils ne sont pas sereins. "Les marchés restent très sensibles" et "le risque de correction reste élevé dans un contexte de liquidité faible, sur les marchés des actions comme sur les autres marchés, et d’inquiétudes persistantes concernant les risques immobiliers", souligne l’Esma.
Parmi les cinq risques examinés par l’Esma, deux semblent dominer les autres dans le contexte présent. En effet, celui afférant à des "taux d’intérêt plus élevés plus longtemps" est jugé très élevé (niveau de risque le plus fort dans l’échelle de l’Esma) mais les perspectives indiquent qu’il devrait refluer. "L’environnement des taux d’intérêt conditionne la stabilité financière […]. Même si des baisses de taux sont attendues à court terme, les coûts de refinancement restent beaucoup plus élevés qu’il y a quelques années et devraient peser particulièrement sur les entreprises dont la dette arrive à échéance à partir de 2024. Les notations de crédit ont été de plus en plus revues à la baisse", souligne l’Esma.
Par ailleurs, les risques politiques et périphériques sont jugés "hauts" (deuxième niveau de risque le plus fort) et en augmentation. "La confluence des risques extérieurs continue de peser sur l’environnement économique et commercial, et la sensibilité du marché aux développements politiques semble s’accroître. L’incertitude et la fragilité des liquidités limitant la résilience du système financier, il faut s’attendre à ce que les chocs extérieurs, y compris ceux liés à la politique internationale et nationale, se traduisent par une forte volatilité des prix", explique l’Esma.
En outre, "les incidents cybernétiques et opérationnels n’ont pas eu d’implications systémiques, mais la récente panne de CrowdStrike a souligné la vulnérabilité du système financier et d’autres parties de l’économie en raison de leur dépendance à l’égard des technologies de l’information", ajoute-t-elle.
