Le Royaume-Uni va emprunter près de 400 milliards de livres
“Notre priorité immédiate est donc de protéger la vie et les moyens de subsistance des citoyens”, a expliqué Rishi Sunak, le chancelier de l’Echiquier britannique, lors de la présentation devant la Chambre des communes de sa feuille de route budgétaire. Et pour cela, le Royaume-Uni emploie les grands moyens.
En effet, il devrait emprunter 394 milliards de livres (441 milliards d’euros) lors de l’exercice fiscal annuel en cours (avril 2020 – avril 2021) afin de faire face à l’épidémie de coronavirus, a annoncé Rishi Sunak. Ce montant qui représente 19 % du PIB est près du double de celui observé après la crise financière mondiale de 2008. Et pour cause, le Produit intérieur brut (PIB) de la sixième puissance économique mondiale devrait chuter de 11,3 % cette année, du jamais vu depuis… 300 ans ! Un rebond de 5,5 % est attendu en 2021 et de 6,6 % en 2022, selon l’Office for Budget Responsibility (OBR). Ce dernier estime que l’économie ne retrouvera probablement son niveau d’avant-crise qu’à la fin de 2022.
“Notre urgence sanitaire n’est pas encore terminée. Et notre urgence économique ne fait que commencer”, a alerté Rishi Sunak. Ainsi, il a revu à la hausse le coût de la lutte contre l’épidémie, l’estimant désormais à 280 milliards de livres par an contre environ 200 milliards précédemment. Dans le détail, les dépenses de fonctionnement augmenteront en volume de 3,8 %, le rythme le plus rapide depuis 15 ans, a-t-il précisé. Il a ajouté que 100 milliards de livres seraient débloqués l’an prochain pour des investissements à plus long terme, soit 27 milliards de livres de plus que l’an dernier.
Ces annonces faisant état d’une politique budgétaire encore plus expansionniste n’ont pas provoqué de tensions sur les taux d’intérêt britanniques. En effet, ils se situent toujours aux environs de 0,30 % à 10 ans. Cela s’explique en partie par le fait que la Banque d’Angleterre mène d’importants rachats nets d’obligations souveraines britanniques. Ce mois-ci, elle a dopé son programme de 150 milliards de livres pour le porter à 895 milliards de livres alors qu'elle détient aux alentours de 700 milliards de livres de titres d'État britanniques.
