Londres veut empêcher son économie de dévisser
Le Royaume-Uni essaye toujours de tourner la page du Brexit et de la pandémie et le voilà ralenti par l'invasion de l'Ukraine. La difficulté à juguler l'inflation déjà présente avant le début du conflit entre Kiev et Moscou n'aide pas l'économie britannique à retrouver sa croissance d'avant crise. Les évènements récents poussent Londres à réduire ses prévisions de croissance pour l'année 2022. Dans le même temps plusieurs mesures de soutien des ménages ont été prises afin de les aider à faire face à la conjoncture.
Rishi Sunak, le chancelier de l'Echiquier, est obligé de reconnaître qu'il est "trop tôt pour connaître le plein impact de la guerre en Ukraine sur le Royaume-Uni". Malgré tout la prévision de croissance de Londres pour 2022 est passée de 6 % précédemment à 3,8 % désormais. Un sérieux coup d'arrêt après la hausse de 7,5 % enregistrée l'an passé.
Cette annonce effectuée lors d'un discours budgétaire devant le Parlement s'est accompagnée de mesures à destination des plus défavorisés. Parmi ces dernières figurent une réduction de 5 pence par litre des taxes sur les carburants, une décision qui s'appliquera pendant un an. Cela fait suite aux 9 milliards de livres d'aides du mois de janvier. Rishi Sunak a également annoncé le doublement de la dotation d'un fonds destiné à aider les ménages les plus modestes.
Capital Economics estime que les 9,2 milliards de livres prévues dans ces nouvelles annonces pourraient ne pas être suffisantes en cas de dégradation de la conjoncture économique. Rishi Sunak a d'ailleurs averti qu'il fallait être préparé "à une détérioration des finances publiques qui pourrait être importante". De fait Capital Economics estime que les consommateurs britanniques vont devoir "encore absorber environ 20 milliards de livres en raison de la hausse des prix de l'alimentation, de l'essence et des services publics d'ici fin 2023".
Paul Dales, chef économiste de Capital Economics, pour le Royaume-Uni, pense que Rishi Sunak "aurait pu aller plus loin" dans ses mesures en 2022-2023. Il craint qu'en gardant une enveloppe budgétaire importante pour l'utiliser juste avant les élections de 2024, il n'apporte pas tout le soutien nécessaire à court terme à l'économie britannique. Ces propos font notamment référence à l'annonce d'une réduction du taux de base de l'impôt sur le revenu à l'horizon 2024.
La situation presse pourtant Outre-Manche, l'inflation sur un an devrait y atteindre un pic de 8,7 % lors de la fin de l'année 2022. En février, l'inflation a atteint 6,2 % sur un an.
