Sévères hausses d’impôts au Royaume-Uni / De quoi financer une augmentation des dépenses publiques

Un budget alliant hausse des impôts et une croissance plus importante, d’aucuns en rêveraient pour l’Hexagone, d’autres comptent bien le faire outre-Manche. Le gouvernement britannique vient de dévoiler son projet de budget, l’Office for Budget Responsibility ayant chiffré ces mesures, qui contiennent notamment une hausse des impôts de l’ordre de 41,5 milliards de livres sterling. On relève également une augmentation de 47 milliards de livres sterling des dépenses courantes, ainsi qu’une progression des investissements publics de 24,6 milliards de livres sterling. Si la crédibilité budgétaire du gouvernement semble pour l’heure intacte, il n’en demeure pas moins qu’il faudra augmenter de 32,5 milliards de livres sterling les emprunts publics.

"Le seul moyen d’améliorer le niveau de vie et de stimuler la croissance économique est d’investir, investir, investir". La Chancelière de l’Echiquier, Rachel Reeves, a présenté cette semaine le premier budget du gouvernement travailliste de Keir Starmer depuis leur retour au pouvoir. L’équation proposée fait reposer ce financement par l’impôt, principalement sur les employeurs, et sur une hausse conséquente des emprunts publics.

Les marchés "ont été un peu surpris" avance-t-on chez Capital Economics, pourtant il est également été fait état du sentiment "qu’ils ne remettent pas sérieusement en question la crédibilité budgétaire du Chancelier." Le rendement des obligations souveraines britanniques à 10 ans a néanmoins atteint un plus haut depuis près d’un an.

Il faut dire que les annonces du gouvernement sont très similaires à ce qui était escompté. Toutefois, pour les équipes d’Oxford Economics, il apparaît que "l’ampleur des augmentations des dépenses courantes, des dépenses d’investissement et des impôts était supérieure à ce que nous avions prévu ". Leurs experts ne partagent pas l’avis de de l’Office for Budget Responsibility (OBR), jugeant que "les modifications apportées aux règles budgétaires constituent une étape positive pour encourager l’investissement et, à notre avis, pourraient avoir un impact plus important sur la production potentielle" que ne l’envisage l’OBR.

Ce dernier a pris en considération ce budget et révisé à la hausse ses prévisions de croissance pour 2024 et 2025, désormais respectivement de 1,1 % et 2 %. L’ombre au tableau est la légère dégradation apportée aux chiffres des années suivantes.

Course contre la montre

Capital Economics n’est pas dithyrambique pour autant et alerte quant à la possibilité que "des pressions s’exercent bientôt pour augmenter davantage les dépenses courantes. En ce qui concerne la règle du budget courant, il n’y a qu’une marge de manœuvre de 9,9 milliards de livres sterling (0,3 % du PIB)". Toute augmentation de dépense nécessiterait alors une nouvelle progression des impôts. Le pari fait par le gouvernement est résumé ainsi ; "le Chancelier espère que l’économie croîtra plus vite que ne le prévoit l’OBR, ce qui signifierait que les dépenses pourraient être augmentées sans nouvelles hausses d’impôts".
