"Mon nouveau parti travailliste apportera la stabilité économique, débloquera la création de richesses et créera des emplois de qualité dans les secteurs d’avenir". C’est peu dire que le dirigeant du Labour Keir Starmer et probable prochain Premier ministre outre-Manche se targue d’avoir les plus hautes ambitions pour son pays.
Ce constat est cependant tempéré par certains observateurs à l’image de Nomura, ses experts jugeant que certes " le parti travailliste met le changement au cœur de son programme", pourtant il semble qu’en raisonnant en termes "de modifications de l’arithmétique fiscale existante, il est le moins ambitieux des grands partis et beaucoup plus modéré que dans ses manifestes récents".

L’optimisme n’est pas de mise en ce qui concerne les politiques fiscales proposées. Chez Nomura on estime celles des travaillistes ne devraient avoir qu’un impact "minimal" tant sur la croissance que sur la politique de la Banque d’Angleterre. C’est du côté des réformes structurelles qu’il faut chercher des inflexions majeures. En cas de majorité importante, il n’est pas exclu que le gouvernement anglais fasse des choix bien plus forts et soit obligé de recourir à des émissions d’obligations conséquentes pour financer ses politiques.
Certaines de leurs propositions sont ambitieuses et pourraient porter des fruits d’autant plus qu’elles sont loin d’être très coûteuses. Il est notamment question de "faciliter la construction de nouveaux logements" et de s’atteler à améliorer l’accord avec l’Union européenne, tout particulièrement dans les secteurs clés de la chimie et de la finance. Gordon Shannon, gérant chez TwentyFour Asset Management (Boutique Vontobel), rappelle quant à lui que " s’ils ne sont pas eux-mêmes dans la ligne de mire, les politiciens travaillistes ont observé le choc et l’effroi infligés à Liz Truss par le marché obligataire lors de sa mini-crise budgétaire " et que cela joue sur leur manque d’humeur "à provoquer l’ire des justiciers obligataires en proposant des politiques considérées comme imprudentes"

Les autres partis en course sont certes largement donnés perdants, il n’en reste pas moins que certaines dynamiques sont notables. Nomura fait état du fait que "les réformistes obtiennent de meilleurs résultats que les conservateurs" et pourraient bien constituer le principal parti opposition et leur donner la latitude pour imposer certaines de leurs réformes à l’avenir.
Le manifeste du parti réformiste est qualifié "si l’on exclut le parti vert, de loin le plus audacieux en termes de promesses fiscales. Il s’engage à réduire les listes d’attente du NHS à zéro en deux ans, à relever les seuils d’imposition, à mettre fin aux politiques "net-zéro" et à geler l’immigration non essentielle ".
