Autriche : un proche de l'extrême droite à la tête de la banque centrale

Robert Holzmann prend la suite d'Ewald Nowotny, affilié lui aux sociaux-démocrates. Le nouveau gouverneur siégera à la BCE.

Le conseil des gouverneurs de la BCE va être en partie renouvelé cette année. Mais certains changements font plus de bruit que d'autres. Ainsi, Bostjan Vasle et Pierre Wunsch, qui ont été respectivement nommés à la tête de la banque centrale slovène et belge, ont-ils rejoint le conseil de Francfort. Peter Kazimir, ministre des Finances slovaque, va également y prendre place. Par ailleurs, Philip Lane pourrait prendre en juin le titre de chef économiste de la BCE. Son poste de patron de la banque d'Irlande serait alors à pourvoir.

D'autres évolutions font parler d'elles mais pour une autre raison. C'est le cas de celle annoncée aujourd'hui par le gouvernement autrichien, qui a officialisé la nomination d'un proche du parti d'extrême droite FPÖ, Robert Holzmann, à la tête de la Banque nationale autrichienne (Oesterreichische Nationalbank). Il prendra la suite d'Ewald Nowotny, banquier de métier, proche des sociaux-démocrates. Cette nomination d'un représentant d'un parti populiste, au sein de la plus haute instance financière de la zone euro, représente une première.

Économiste de formation, Robert Holzmann, 69 ans, a notamment travaillé pour l'Organisation de coopération et de développement économiques (OCDE), pour le Fonds monétaire international (FMI) et pour la Banque mondiale, où il a occupé différents postes de direction de 1997 à 2011. Il a d'ailleurs été économiste senior à Paris pour l'OCDE. Spécialiste reconnu des questions de retraites, cet universitaire ne dispose toutefois pas d'expérience en matière bancaire, a relevé mercredi la presse autrichienne. "En tant qu'expert en matière des retraites, il n'a jamais eu affaire à la politique monétaire", note l'économiste Kurt Bayer dans le quotidien Kurier.

S'il n'est affilié à aucun parti, il a été proposé par le FPÖ. Il "n'est pas membre de notre parti et a été choisi pour ses compétences", a souligné le vice-chancelier et patron du FPÖ, Heinz-Christian Strache, lors d'un point presse mercredi, rapporte l'AFP. Formation de tradition eurosceptique, le FPÖ a longtemps soutenu l'idée d'un référendum sur une éventuelle sortie de l'Autriche de l'UE, mais a renoncé à cette revendication dans le cadre du pacte de coalition conclu avec Sebastian Kurz. Et Robert Holzmann est considéré comme un tenant d'une ligne orthodoxe en matière de lutte contre l'inflation, la mission principale de la BCE.

En fin d'année dernière, c'est le président de l'OeNB qui avait été désigné : Harald Mahrer, un ancien ministre de l’Economie. Ce conservateur, âgé de 45 ans, a pris la relève de Claus Raidl. A noter que le poste de président - qui supervise le Conseil général de la banque nationale autrichienne - est moins influent que celui de gouverneur de la banque d'Autriche.
