La croissance française fait de la résistance
La situation est suffisamment rare pour mériter d'être soulignée. Alors que cinq instituts économiques allemands ont abaissé leurs prévisions de croissance pour le pays à 0,5 % seulement cette année, l'INSEE n'a pas modifié son chiffre du PIB français pour 2019 par rapport à sa dernière estimation de juin. Et la France devrait donc performer cette année à hauteur de 1,3 %, soit un niveau plus de deux fois supérieur à celui de sa voisine outre-Rhin. L'institut anticipe ainsi une progression de 0,3 % sur chacun des trimestres d'ici la fin de l'année, alors que la croissance en Allemagne pourrait de nouveau être négative au troisième trimestre et se redresser faiblement sur les trois derniers mois.
Un état de fait que le gouverneur de la Banque de France avait annoncé dès janvier 2019 lors du forum de Davos, prédisant que l'Hexagone ferait mieux que l'Allemagne pour la première fois depuis 2006. Hormis le plongeon de la croissance allemande en 2009, où le PIB du pays s'était contracté de plus de 5,5 % contre une baisse de près de 3 % pour celui de la France, l'Allemagne surperforme la France depuis 12 ans. Et à un rythme nettement supérieur puisque depuis le creux du second trimestre 2009 et jusqu’à fin 2017, le PIB allemand a progressé de 18 % contre 9,9 % pour la France. Comment expliquer cet apparent changement de paradigme ?
Une différence de modèle économique tout d'abord. La France est beaucoup moins dépendante de ses exportations que l'Allemagne, dont les ventes à l'étranger représentent 44 % de son PIB (contre 32 % pour la France). L'industrie de l'Allemagne et ses ventes à l'export ont été très affectées par l'affaiblissement des échanges internationaux, note l'INSEE tandis que les exportations de l'Hexagone devraient repartir de l'avant en fin d'année, "au gré de livraison aéronautique et navale à nouveau porteuses". Ce qui devrait leur permettre d'atteindre une progression de 2,3 % sur l'année.
Mais la belle résistance de la croissance française cette année tient surtout au relatif dynamisme de sa demande intérieure : l'investissement des entreprises a bénéficié comme dans d'autres pays de conditions favorables, notamment grâce à la faiblesse des taux d'intérêt, tandis que la consommation privée a profité du retour de la confiance des ménages, avec la vigueur du pouvoir d'achat (2,3 % de hausse prévue pour cette année). L'investissement des administrations publiques a lui bénéficié du cycle municipal, qui a dopé les dépenses dans le secteur, en amont des élections.
Certes, cette vigueur de la croissance française résulte en partie des mesures de soutien budgétaires accordées par le gouvernement suite au mouvement des gilets jaunes. Une politique de relance que le gouvernement Merkel refuse pour le moment de pratiquer au nom du maintien de l'équilibre de ses finances publiques. De ce point de vue là, l'Allemagne reste bien meilleure élève que la France, avec une dette qui pourrait passer sous les 60 % l'an prochain selon l'OCDE et un excédent budgétaire de plus de 1 % du PIB. La dette française, elle, frôle les 100 % et notre déficit s'apprête à repasser au-dessus des 3 % cette année.
La bonne nouvelle pour la France est tout de même que la relative vigueur de son économie commence à se refléter dans les chiffres de l'emploi, meilleurs que l'an dernier (plus de 250.000 créations nettes d'emplois prévues sur l'année), souligne l'INSEE. Ce qui devrait permettre au chômage de baisser de l'ordre de 0,1 point par trimestre et s'établir à 8,3 % en fin d'année.
Mais beaucoup d'incertitudes demeurent d'ici la fin de l'année, qui pourraient affecter le scénario plutôt positif établi par l'INSEE : au niveau mondial, les conséquences de l'escalade protectionniste en cours continuent de peser sur l'activité et pourraient davantage pénaliser les exportations françaises. Notamment si la demande intérieure de l'Allemagne, dont la France est l'un des principaux partenaires, venait à faiblir davantage. En outre, le scénario établi par l'institut table sur une sortie de la Grande-Bretagne "ordonnée". "Si le Brexit s'avérait brutal et non négocié, il pourrait affecter plus sévèrement l'activité française" conclut l'INSEE.
