L'Allemagne, nouvel homme malade de l'Europe
Rien ne va plus en Allemagne tant du point de vue de la politique que de l’économie. La semaine dernière, Annegret Kramp-Karrenbauer, la présidente de la CDU pressentie pour prendre la suite de la chancelière Merkel, a annoncé qu'elle renonçait à être candidate après un cuisant échec politique pour son parti dans le comté de Thuringe. Laissant de fait un vide politique au moment où l'économie allemande aurait justement besoin d'une main de fer pour l'aider à redresser la barre. Hier matin, l’institut ZEW a ainsi publié un nouvel indicateur de mauvaise facture pour la conjoncture du pays : l'indice ZEW du moral des investisseurs allemands s'est littéralement effondré, de 18 points sur le mois de février, à 8,7 points, alors que le consensus tablait sur un recul de 3 points seulement.
Un pessimisme qui résulte notamment des craintes des investisseurs que l’épidémie de coronavirus ne pèse davantage que prévu sur le commerce et l’économie mondiale, au moment où la croissance allemande peine à redémarrer. D'ailleurs, sur le plan sectoriel, c'est dans l'industrie automobile, la plus exposée à la Chine via ses chaînes d'approvisionnement, que l'indice a le plus reculé, de -23,6 points (la plus forte baisse mensuelle depuis juin 2018), pour atteindre -65,7 points. L'indice a également marqué le pas dans l’industrie électronique (de -16,6 points à 0,6 point) et l'industrie chimique (en baisse de 13,6 points à -6,8 points).
Un signal inquiétant, alors que beaucoup d'analystes estimaient que l'économie allemande avait peut-être atteint son point bas au dernier trimestre de l'an dernier, et alors que l'indice ZEW était en hausse depuis cinq mois. De quoi rester prudent pour les prévisions de croissance en Allemagne cette année. Le gouvernement du pays prévoit ainsi une hausse du PIB de 1,1% pour 2020, mais ces estimations ont été réalisées avant que l'épidémie de coronavirus ne se propage. "L’économie allemande est en stagnation depuis l’été 2018", rappelle de son côté Carsten Brezski chef économiste Allemagne chez ING. Le PIB du pays a ainsi progressé de 0,6% seulement l'an dernier, pénalisé par l'affaissement de son secteur automobile, en pleine restructuration pour passer aux moteurs électriques au moment où ses ventes à l'export se sont effondrées, en raison du conflit sino-américain et du ralentissement du commerce mondial. La production automobile a ainsi atteint un plus bas de vingt ans l'an dernier, alors qu'elle représente 7% à 8% du PIB du pays. "La transition du secteur automobile représente l'un des plus gros challenges pour l'économie allemande", explique encore Carsten Brezski.
Certes, la consommation allemande a pour le moment bien résisté, et le taux de chômage du pays est toujours au plus bas depuis la réunification (3%). Mais le principal défi pour le pays est d'ordre structurel : "l'Allemagne a besoin de réformes structurelles de grande ampleur et de nouveaux investissements dans les infrastructures et le digital notamment", poursuit l'économiste en chef d'ING. Sans cela, le pays deviendra le nouvel homme malade de l'Europe.
Or, la coalition menée par la chancelière allemande a jusqu'à présent refusé de céder à la pression intérieure et extérieure, la sommant d'utiliser une partie de l'excédent budgétaire pour relancer l'économie du pays. Rappelons que celui-ci a atteint l'an dernier 49,8 milliards d'euros, soit 1,5% du PIB, soit suffisamment pour pratiquer la dépense budgétaire sans plomber les finances du pays. Mais les députés ont de nouveau adopté un budget à l'équilibre pour 2020, pour la sixième année consécutive, avec une enveloppe de 362 milliards d'euros pour l'année. Ce qui représente tout de même une hausse de 1,1% par rapport à 2018, défendent les teneurs de la rigueur budgétaire en Allemagne. Qui ont donc refusé de pratiquer l'emprunt malgré les incitations de la nouvelle présidente de la BCE, et même les allusions du président de la BundesBank.
Les nouvelles difficultés politiques auxquelles la chancelière est confrontée - elle pourrait quitter son poste avant fin 2021 si des élections anticipées avaient lieu - ne devraient pas favoriser la relance budgétaire, termine Carsten Brezski.
