Le naufrage sans précédent de la zone euro
C'était une chute attendue... mais pas de cette ampleur. L'activité du secteur privé dans la zone euro s'est effondrée en avril, montrent les résultats préliminaires de l'enquête mensuelle réalisée par IHS Markit auprès des directeurs d'achat (PMI). L'indice composite, qui combine services et activité manufacturière, est tombé à 13,5 soit un plus bas inédit depuis que cette enquête a vu le jour, en juillet 1998, après 27,9 en mars – qui était déjà un record. Une dégringolade qui "dépasse toutes les anticipations et laisse entrevoir une contraction sans précédent du PIB de la zone euro au T2 2020", pour Louis Boisset, économiste chez BNP Paribas. C’est le secteur des services qui est le plus affecté avec un plongeon à 11,7 contre 26,4 en mars. Le secteur manufacturier a, lui, reculé à 33,6 contre 44,5 le mois précédent. Globablement, selon Chris Williamson, économiste d’IHS Markit, le mois d’avril aura été marqué "par des dégâts sans précédent pour l'économie de la zone euro sous l'effet des mesures de confinement, de l'effondrement de la demande mondiale et de pénurie au niveau des effectifs comme de la production".
Bert Colijn, économiste senior en charge de la zone euro chez ING, note que "les entreprises indiquent que les licenciements se produisent à un rythme record en avril, ce qui indique que les régimes de chômage partiel ne peuvent pas absorber tout le choc du marché du travail", ainsi il estime que "le le chômage risque d'augmenter considérablement à court terme". Compte tenu du fait que les mesures de confinement semblent s'assouplir progressivement à travers toute l'Europe, est-il prématuré de s'attendre à une reprise de l'activité ? "Personne ne s'attend à un rebond rapide de l'activité, mais une certaine reprise après les creux d'avril serait logique, car certaines entreprises sont autorisées à rouvrir prudemment", soutient l'économiste.
Que faut-il attendre en termes de décrue du Produit interieur brut ? Chris Williamson précise que "d’après notre modèle de comparaison de l’indice PMI avec le PIB, les données d’avril préfigurent une contraction trimestrielle de l’économie de la zone euro de l’ordre de 7,5%".
Au sein des Dix-neuf, le secteur privé allemand (l’indice composite) a plongé à 17,1 contre 35 en mars. Là encore, une chute historique très inférieure aux attentes puisque les conjoncturistes attendaient un indice à 31. "Comparé à un creux à 36,3 durant la crise financière, cet indice PMI à 17,1 donne une image effrayante de l'impact de la pandémie sur les entreprises", analyse Phil Smith, économiste d'IHS Markit. Comme pour l’ensemble des Dix-neuf, c’est le secteur des services qui est le plus affecté, il s’est replié à 15,9 contre 31,7 en mars, celui du secteur manufacturier chutant pour sa part à 34,4 contre 45,4 en mars.
L’Hexagone aussi touche des plus bas records. La France a vu l’activité économique de son secteur privé chuter à 11,2 contre 28,9 en mars et alors que le consensus attendait 26. C’est un niveau que n’avait jamais atteint la deuxième économie de la zone euro depuis qu’IHS Markit mène ces enquêtes. L'indice PMI des acheteurs du secteur manufacturier s'est établi à 31,5 pour le mois en cours contre 43,2 en mars. Le secteur des services a lui atteint 10,4, contre un consensus de 25 et après 27,4 en mars.
Deux aspects fondamentaux dicteront l'évolution de la situation économique du Pays des Lumières, selon Eliot Kerr, économiste d'IHS Markit. Le premier sera "le calendrier de levée des diverses restrictions dans le cadre de la sortie progressive du confinement annoncée pour le 11 mai prochain, qui permettra de déterminer la période à laquelle on peut espérer une reprise à court terme de l’activité", selon l'économiste. Le second concernera le fait de savoir si "si les mesures de déconfinement mèneront à un nouveau pic de contagion, auquel cas les espoirs d’une reprise rapide de l’économie (courbe en V) disparaîtront".
