Fitch maintient la note de la France mais…
Il fallait s’y attendre. Les preuves sont sous nos yeux, le choc économique induit par la crise sanitaire du Covid-19 est d’une violence inouïe et les États ont dû, dans un souci de préservation du tissu productif, mener des politiques budgétaires particulièrement expansionnistes. D’aucuns s’émeuvent des conséquences de ces décisions sur la soutenabilité de la dette publique. L’agence de notation Fitch est de ceux-là.
C’est pourquoi, si elle a maintenu la note AA de la France, elle a en revanche abaissé sa perspective de stable à négative. Fitch explique que "l'abaissement de la perspective reflète la dégradation substantielle attendue cette année des finances publiques et de l'activité économique en raison de l'épidémie de Covid-19". Ce n’est un secret pour personne : les finances publiques de l’Hexagone vont subir une importante déconvenue cette année sous l’effet conjugué de la hausse des dépenses liée à la tentative d’absorption du choc économique et d’une baisse des recettes causée par l’effondrement de l’activité.
D’après la loi de finances rectificative, le déficit public devrait atteindre 9 % et le PIB en volume devrait reculer de 8 % en 2020. D’après Fitch, le déficit public atteindra à 9,3 % du PIB cette année et avant de reculer seulement à 6,2 % en 2021 sous l’effet d’une "persistance dans le niveau des dépenses publiques". Concernant la croissance économique, Fitch est moins pessimiste que le gouvernement puisqu’elle s’attend à une chute de 7 % du PIB, avant un rebond de 4,1 % en 2021. Une chute qui sera le fruit d’une décrue de la consommation privée plus rapide que celle du PIB, alors que l’effondrement de l’investissement se fera à un rythme moindre. Par ailleurs, "la dégradation des paramètres des finances publiques se produira dans un contexte d'un niveau d'endettement déjà élevé (...), des progrès limités dans la consolidation budgétaire depuis la crise financière (de 2008) et une croissance économique modérée", ajoute Fitch. L’agence de notation américaine cite notamment le chiffre de 98,4 % de dette de l’État en % du PIB à la fin 2019, soit le double de médiane des pays notés AA par Fitch (38,8 %).
Tout n'est pas noir cependant. Si ce niveau de dette de la France est relativement important, son coût, lui, a de quoi faire pâlir d’envie les pays aussi bien notés. En effet, les intérêts rapportés aux recettes publiques atteignent 2,7 % (hors frais bancaires) contre 4 % pour la médiane des pays notés AA. Des intérêts qui représentaient 1,4 % du PIB en 2019, un plus bas historique. Et il y a un autre élément à mettre en face de ce niveau dette important : la durée moyenne de la dette négociable de la France. Elle est d’environ huit ans. En d’autres termes, si jamais une hausse soudaine des taux d’intérêt venait à avoir lieu, elle n’aurait qu'un impact limité - à court terme - sur la charge d'intérêts. En effet, dans le cas d'une hausse durable des taux d'intérêt, seulement un huitième de la dette refinancée la première année de la hausse des taux serait concerné, puis un quart la deuxième année etc...
Un autre point fort de la France est sa capacité à accéder à des marchés de capitaux profonds et liquides puisqu'elle est un pays cœur de la zone euro, souligne Fitch. La France dispose en effet d'un fidèle allié : la Banque centrale européenne (BCE). Depuis le début de l'année, la BCE a acheté au moins 26,482 milliards d'euros de dette française. Un montant auquel il faut ajouter le programme d’achats d’urgence face à la pandémie (PEPP) de l'institution de Francfort annoncé le 19 mars, mais pour lequel la BCE ne donne, pour l'instant, aucun détail sur la composition des achats d'actifs effectués - l'on sait juste qu'elle a acquis pour 181,786 milliards d'euros d'actifs au 15 mai dans le cadre du PEPP.
En abaissant la perspective de la France à "négative", Fitch fait un choix différent de ses concurrents Standard and Poor's et Moody's. À la mi-février - avant la crise -, Moody's avait également abaissé la perspective de la France, mais en la ramenant de "positive" à "stable". Elle avait également laissé inchangée sa notation de la France ("Aa2"). De son côté, S & P, avait maintenu la note de la France à "AA", sans changer en revanche sa perspective, qu'elle avait maintenue à "stable".
