Un livre beige teinté d'incertitude
Publié huit fois par an et deux semaines avant chaque réunion du Comité de politique monétaire (FOMC), le livre beige de la Réserve fédérale américaine (Fed) fait partie des éléments que la Banque centrale américaine prend en compte pour formuler sa réponse de politique monétaire. La dernière édition qui vient de paraître et dont les données – collectées par les douze banques fédérales - couvrent la période allant jusqu’au 18 mai, n’incite guère à l’optimisme. D’après leurs contacts sur le terrain, les banques de réserve fédérales régionales font état d’une dégradation de l’activité économique dans l’ensemble des districts, et une véritable dégringolade dans la plupart d’entre eux. Cela n’a rien d’étonnant puisque ce livre beige couvre le point bas que devrait connaître l’économie américaine cette année : le mois d’avril.
Sans surprise, les dépenses de consommation ont encore diminué, les fermetures obligatoires d'établissements de détail étant restées en grande partie en vigueur pendant la majeure partie de la période d'enquête. Au niveau sectoriel, les baisses ont été particulièrement importantes dans le secteur des loisirs et de l’hébergement, avec très peu d'activité dans les entreprises de voyage et de tourisme. Les ventes d'automobiles ont été nettement inférieures à celles de l'année précédente, bien que plusieurs districts aient noté une amélioration récente, probablement sous l’effet des premiers assouplissements des mesures de restriction survenus en avril. Par ailleurs, une majorité de districts ont signalé de fortes baisses de l'activité manufacturière, et la production a été particulièrement faible dans les usines automobiles, aérospatiales et énergétiques.
Du côté de l’emploi, l'obtention de prêts PPP (Paycheck Protection Programme – un programme de prêts garantis par l’Etat à destination des petites entreprises) a permis à de nombreuses entreprises de limiter ou d'éviter les licenciements, malgré le fait que l'emploi ait continué à baisser fortement dans le commerce de détail et dans les secteurs des loisirs et de l'hôtellerie. Le PPP a permis l'octroi de 511,3 milliards de dollars de prêts au 26 mai 2020. Concernant les salaires, la Fed rapporte des pressions mitigées. Concrètement, certaines entreprises ont réduit les salaires tandis que d'autres ont mis en œuvre des augmentations salariales temporaires pour le personnel essentiel ou en vue de concurrencer l'assurance chômage. En général, la majorité des districts ont noté des augmentations de salaires dans les secteurs à forte demande et essentiels, tandis que les salaires étaient stables ou en baisse dans d'autres secteurs.
Les prix, eux, affichent une dynamique complexe. S'ils ont été stables ou légèrement diminué dans l'ensemble, note la Fed, il existe des disparités entre les secteurs. De fait, la faible demande a pesé à la baisse sur les prix de vente des vêtements, des chambres d'hôtel ou encore des billets d'avion. À l’inverse, les perturbations des chaînes d'approvisionnement ont entraîné une hausse des prix de certains produits d'épicerie, notamment la viande et les fruits frais.
Plus inquiétant, si le livre beige explique que de nombreux interlocuteurs sur le terrain expriment l’espoir d’une reprise de l’activité avec les réouvertures d’entreprises, l’incertitude est persistante et le pessimisme demeure à propos du rythme potentiel de la reprise. Dans ses dernières prévisions macroéconomiques, le CBO (Congressional Budget Office, une agence fédérale indépendante) dit s'attendre à une contraction de 40% de l'économie américaine en rythme annualisé au deuxième trimestre et des rebonds de 23,5% et 10,5% pour le troisième et quatrième trimestre, respectivement. Le premier trimestre, lui, vient de voir son estimation révisée à la baisse. Le PIB en volume aurait reculé de 5% en rythme annualisé, d'après la seconde estimation du département du Commerce, contre 4,8% en première estimation.
