Le dollar peut dormir sur ses deux oreilles
On en parle dans toute la presse économique : la chute du dollar met en danger son statut de monnaie de réserve mondiale ! À l’heure où les esprits s’agitent, les économistes Barry Eichengreen et Mohamed A.El-Erian interprètent la chute du dollar à l’occasion de deux tribunes publiées pour le Project Syndicate.
Le dollar a perdu 10% de sa valeur depuis le mois de mars. Une dépréciation effaçant presque la moitié de l’appréciation de ces dix dernières années. Plus précisément, la chute du dollar observée par rapport à l'euro sur le mois de juillet est la plus importante depuis deux ans.
Cette fluctuation du billet vert est facilement explicable. À partir du moment où l’épidémie de Covid-19 s’est répandue mondialement, le dollar s’est renforcé. Comme c’est toujours le cas au début d’une crise, on a pu observer une fuite vers les valeurs refuges sous la forme de bons du Trésor américain. En réponse, la Réserve fédérale, en qualité de prêteur mondial de dernier ressort, a inondé de liquidité les marchés financiers, le billet vert perdant alors ses gains initiaux. La part du revenu qui s’accumulait sur les valeurs refuges en dollars, comme les obligations d’État américaines, a diminué. À la suite de ce phénomène s'est aussi opéré un ralentissement des entrées de capitaux aux États-Unis, profitant notamment aux pays européens.
Alors que le billet vert s’est déprécié, la plupart des monnaies se sont renforcées face au dollar (sauf le Liban, la Turquie et quelques autres pays). À courts termes, les conséquences sont plutôt en faveur des États-Unis.
"Un dollar faible avantage la compétitivité intérieure et internationale des producteurs américains par rapport à leurs concurrents étrangers, rendant le pays plus attrayant (en termes de prix) pour les investisseurs extérieurs et le tourisme " explique Mohamed A.El-Erian, chief economic adviser chez Allianz, au sujet des États-Unis. Par ailleurs, un dollar faible augmente la valeur, dans la monnaie nationale, des recettes réalisées à l’étranger par les entreprises qui ont leur siège aux États-Unis. "C’est aussi une chance pour les marchés actions et obligations, qui bénéficient encore de l'attrait plus grand des titres lorsqu’ils sont libellés en monnaie étrangère " ajoute-t-il.
Reste qu'à long terme, le risque pour les États-Unis est de voir une dépréciation du dollar qui ne dégrade davantage sa position sur la scène internationale. Position déjà affaiblie par les politiques américaines menées par Donald Trump depuis le début de son mandat, "qu’il s’agisse du protectionnisme commercial ou du recours à l’arme des sanctions afin de court-circuiter, de plus en plus, les normes mondiales et les règles de droit. " précise l’économiste - les investisseurs se tournant généralement vers une devise lorsque les politiques de l’émetteur sont saines et stables.
Ainsi, le plus gros risque pour les États-Unis est de perdre tous les bénéfices, avantages et l'influence sur la scène internationale qui accompagne l’émission de la principale monnaie de réserve mondiale.
L’économiste Barry Eichengreen prévient toutefois du très peu probable futur ou cela arriverait : "l’alignement des astres semblerait propice à une prise de distance des banques, des entreprises et des gestionnaires de réserve par rapport au dollar. Or, le rôle international du billet vert ne diminue pas réellement. Il décline seulement dans certains domaines spécifiques, et encore, de façon négligeable ". Pourquoi ? L’absence d’alternative. En effet, si l’euro cherche à concurrencer le dollar, il n’est pas encore une alternative sérieuse, avec un stock d’actifs sûrs en euro qui demeure segmenté selon des logiques nationales. Même l'émission de 750 milliards d'euros d'obligations de l'Union européenne, "moment hamiltonien européen", ne représente pas plus de 5 % du stock de la dette de marché souveraine des Etats-Unis.
