Royaume-Uni : ce retard que l'économie pourrait enregistrer en 2025
Entre le Brexit et les multiples résurgences de la Covid-19, 2020 aura été une année terrible pour l’économie britannique qui devrait avoir vu son Produit intérieur brut (PIB) reculer de 9,9% selon le National Institute of Economic and Social Research (NIESR), le plus ancien institut de recherche économique indépendant de Grande-Bretagne. Et en 2021, il a revu significativement à la baisse ses prévisions de croissance en raison des mesures de restriction mises en place. "Les premiers indicateurs suggèrent que l'activité économique en janvier était plus faible qu'en novembre mais plus élevée qu'au printemps 2020", expliquent ainsi les économistes du NIESR.
Si bien qu’ils prévoient une contraction au premier trimestre suivie d'un rebond vigoureux au cours des trimestres suivants, à mesure que les restrictions seront levées. Sur l’année, le NIESR table sur une croissance de 3,4 % contre 5,9 % précédemment (la Banque d’Angleterre prévoit 5%), à condition qu’un certain assouplissement du confinement ait lieu en mars, avant qu’il ne soit levé au cours du deuxième trimestre 2021- la consommation devant ainsi se redresser au cours des deuxième et troisième trimestres. Dans le détail, au niveau sectoriel, les économistes du NIESR estiment que la reprise devrait être relativement plus robuste dans la construction et la finance, et relativement plus faible dans le secteur public, l'immobilier et les services commerciaux. Alors que la campagne de vaccination affiche un rythme bien plus élevé que celui de nombre d'économies avancées (près de 20% de la population a reçu au moins une dose), Hande Kucuk, directrice adjointe du NIESR, estime que, "malgré le déploiement des vaccins, la COVID-19 aura des effets économiques durables".
Plus précisément, compte tenu du fait que le NIESR escompte une augmentation du PIB de 4,3% en 2022, l’économie britannique devrait revenir à ses niveaux pré-pandémiques d'ici la fin 2023. Et le think tank d’estimer que la trajectoire de consommation plus faible causée par un chômage plus élevé, les investissements des entreprises moins importants en raison de bilans dégradés et de l'incertitude liée à la pandémie ainsi que l'adoption d’un accord commercial avec l'Union européenne qui impose davantage de barrières commerciales qu'auparavant, pourraient conduire le PIB britannique à évoluer 6% en dessous du niveau qui aurait été le sien sans la survenance de la pandémie et du Brexit.
