Attractivité : la France reste bien cotée auprès des investisseurs US
Les mesures adoptées par le gouvernement français pour faire face à la crise sanitaire et économique de 2020 ont unanimement été saluées par les organisations internationales, de la Commission européenne, au FMI et l'OCDE. Et les investisseurs étrangers ont eux aussi apprécié cette politique de soutien budgétaire massive, qui n'a certes pas permis d'éviter la pire récession que la France ait connue depuis 1929, mais du moins d'en amortir les conséquences. Mesures qui devraient aussi permettre au pays de repartir plus vite. C'est notamment ce qui ressort du baromètre sur l'attactivité de la France auprès des investisseurs américains, publié une fois par an par la Chambre de Commerce Américaine en France et Bain&Company.
La France reste attractive
Certes, le NPS (Net Promoter Score), qui mesure la propansion des investisseurs à recommander la France à leurs pairs, a reculé de 8 points, à -20% contre -12% l'année précédente. Mais au regard du choc que l'Hexagone vient de connaître, cette baisse est relativement compréhensible. Ce NPS reste d'ailleurs plus élevé que sur toute la période 2009-2016, notamment grâce aux réformes engagées depuis 2017, saluées par 70% des investisseurs. Si la part de promoteurs de la destination France est restée stable, à 16%, celle de détracteurs a gagné 7 points. Autre signal du léger recul de la réputation de l'Hexagone aux yeux des invevstisseurs USA, seuls 48% estiment désormais que leur entreprise ou groupe a une bonne image de notre pays, contre 65% l'an dernier. C'est même son plus bas niveau depuis 2017.
"Cette crise planétaire a aussi eu pour effet une polarisation des opinions de plus en plus marquée", poursuivent les auteurs de l'enquête. Ainsi, si 40% des investisseurs américains anticipent une évolution positive du contexte économique dans les 2-3 prochaines années, soit seulement 2 points de moins qu'en 2019, ils sont en revanche 23% à estimer que la situation va se détériorer. Pour quelles raisons ? Un climat social encore difficile, une fiscalité trop élevée, la flexibilité du travail et la complexité administrative. "La conjoncture ne suffit pas à elle seule à expliquer cette baisse, ce sont les irritants historiques et les vieux démons persistants qui sont notamment pointés du doigt par les investisseurs", résument les auteurs. Le climat social est ainsi devenu le critère numéro Un regardé par les Américains dans leurs décisions d'investissement alors qu'il était classé en cinquième position dans l'enquête de 2019. 54% des sondés y voient même un frein à leur investissement dans le pays.
Un optimisme attentiste
Après des années marquées par l'optimisme en termes de perspectives de création d'emplois, les entreprises américaines, premiers employeurs étrangers en France, s'attendent à payer le contrecoup de la crise de la Covid-19. "La multiplicité des variants de la Covid-19, les perspectives de nouveaux confinements dans la durée, les incertitudes liées à une baisse durable des cas de Covid 19 forcent les entreprises à être dans une situation de gestion de crise permanente et réduisent le champ de perspectives à court et moyen termes", explique ainsi le baromètre. Ainsi, ils étaient 51% en 2019 à estimer que leur nombre d'employés allait augmenter, contre 27% seulement dans cette nouvelle édition du baromètre. Les investisseurs US restent tout de même relativement optimistes quant aux perspectives d'activité puisque plus de 3/4 d'entre eux estiment qu'il leur faudra deux ans ou moins pour retrouver une activité économique comparable à 2019. Plus d'1/3 envisagent même un retour à la normale en moins d'un an.
Autre enseignement de cette enquête, les investisseurs ont applaudi les mesures d'urgence instaurées depuis le début du confinement : 96% d'entre eux trouvent que ces mesures sont aussi compétitives voire plus que dans d'autres pays européens. Mais si ce plan de relance a été plébiscité par quasiment tous les investisseurs, l'envolée de la dette publique résultant de ces mesures de soutien inquiète : 70% ont ainsi exprimé leur inquiétude sur le sujet, craignant des ajustements fiscaux importants dans les prochaines années. Enfin, sur un tout autre tableau, la perception des Américains de l'écosystème d'innovation en France a continué de s'améliorer : 86% d'entre eux ont ainsi une très bonne image de ce secteur, notamment du fait de la qualification de la main-d’œuvre, du soutien de l'État à la nouvelle économie et des infrastructures IT. L'accès au financement et au capital est considéré comme relativement aisé en phase de début de projet mais plus compliqué pour le financement à grande échelle, contrairement aux États-Unis.
"Ce baromètre doit sans conteste amener la France à saisir cette crise comme une opportunité pour corriger ses travers ancestraux ; celle-ci a tous les leviers en main pour transformer l'essai", conclut Eglé de Richemont, directrice de l'AmCham en France. Comment ? En poursuivant son travail pour soutenir la nouvelle économie et en assurant une prévisibilité réglementaire et fiscale, conseille la Chambre de commerce. Rendez-vous dans un an, pour voir si l'image de la France aura évolué dans le bon sens auprès des investisseurs américains.
