Des difficultés persistent malgré la reprise économique
Une enquête de conjoncture a été publiée par la Banque de France en pleine période de reprise économique. Elle met en lumière l’hétérogénéité des impacts de la crise au sein même des secteurs d’activité et les difficultés d'approvisionnement et de recrutement rencontrées par les entreprises.

Au cours du mois de juin, le gouvernement a mis en place un allègement des restrictions sanitaires, permettant une reprise économique encore plus rapide que prévu. Toutefois, il ne s’agit que d’un constat général. Dans l’ensemble, le secteur de l’industrie a subi une légère baisse de son activité, enregistrant un taux d’utilisation des capacités de production de 79 %. Ce résultat n’est toutefois pas alarmant puisqu’il était similaire avant la crise sanitaire. En revanche, les disparités sont très présentes au sein même de ce secteur d’activité. Alors que l’industrie agroalimentaire et l’industrie chimique avoisinent voire dépassent le niveau jugé normal, l’aéronautique et l’automobile ont été les plus durement touchées. En effet, leurs taux d’utilisation respectifs sont désormais de 76 % et 73 %, moins qu’au cours du mois de mai. Par ailleurs, l’allègement des restrictions sanitaires a tout de même permis d’observer un rebond d’activité dans des secteurs jusque-là paralysés comme l’hébergement et la restauration. En effet, la restauration enregistre une activité à 70 % du niveau normal alors qu’elle n’était qu’à 25 % au cours du mois précédent.
Pour les besoins de l’enquête, la Banque de France a interrogé des chefs d’entreprise par rapport à leurs potentielles difficultés d'approvisionnement et de recrutement. Entre le mois de mai et le mois de juin, ces difficultés se sont fortement accrues. Dans le secteur de l’industrie, 47 % des dirigeants interrogés déclarent rencontrer des difficultés ayant un impact sur leur production, ce qui représente 3 points de pourcentage de plus qu’au mois de mai. Avec 80 % de dirigeants déclarant subir des difficultés au mois de juin contre 68 % au mois de mai, le secteur de l’automobile est, une fois de plus, celui qui est le plus durement impacté. La situation est également critique dans le secteur du bâtiment qui, en un mois seulement, passe de 50 % à 60 %.
Concernant les difficultés de recrutement, le même constat est établi. Ces dernières se sont fortement accentuées au mois de juin selon les chefs d’entreprise interrogés. Alors que 24 % d’entre eux déclaraient ce type de difficultés, ils sont désormais 31 % tous secteurs confondus. Les secteurs de l’hébergement et de la restauration font état de difficultés de recrutement dans près de 40 % des cas, en forte augmentation par rapport au mois de mai où l’on en enregistrait “seulement” 20 %. La sonnette d’alarme est davantage audible pour les chefs d’entreprise qui emploient des individus en travail temporaire, puisque 85 % d’entre eux font face à cet obstacle.
Selon les estimations de la Banque de France, la reprise économique se poursuivra en juillet de manière modérée. Par ailleurs, la Banque de France suggère une perte de Produit Intérieur Brut (PIB) inférieure à celle observée le mois passé (-2 % en juin contre -4 % en mai). On aurait pu penser que l’allègement des restrictions sanitaires rimerait avec reprise économique mais ce n’est pas le cas de tous les secteurs, d’autant plus que certains souffrent de difficultés que cet allègement ne semble pas pouvoir contrôler.
