Allemagne : des élections cruciales pour l'Europe
Etant donnée la fragmentation du paysage politique outre-Rhin, il n’est plus possible de gouverner en Allemagne à seulement deux partis. L'ensemble des partis doit donc négocier une coalition à trois pour remporter une majorité au Bundestag. L'impopularité grandissante d'Armin Laschet, candidat de la CDU à la Chancellerie, laisse plus de place à des partis favorables à un peu plus de souplesse dans la gestion économique du pays.
Olaf Scholz, candidat social-démocrate à la chancellerie, est devenu le favori à la succession d'Angela Merkel. Malgré son manque de charisme, son expérience gouvernementale rassure les électeurs allemands. Il est dorénavant à la tête des sondages et recueille 25 % des intentions de vote contre 20 % pour Armin Laschet et 13 % pour les Verts. Une enquête de la Fondation Bertelsmann montre en outre qu'une grande majorité des personnes interrogées (61,5 %) souhaite un changement de gouvernement fédéral. Cette statistique remet en cause une "grande coalition" à la tête du pays, puisque les Allemands ne semblent plus en vouloir. Si Olaf Scholz remportait le plus de voix lors du 26 septembre, le CDU ne ferait donc pas partie de la coalition. En revanche, il a confirmé sa volonté de travailler avec les Verts. Il reste donc deux possibilités pour une coalition à trois : s'allier avec la FDP ou avec Die Linke. Pour Philippe Gudin de Vallerin, directeur général de la recherche chez Barclays, la première option est le scénario le plus probable, offrant ainsi une coalition de centre gauche à la tête du pays.
Les sociaux-démocrates et les Verts considèrent que l'austérité budgétaire est la mauvaise voie à suivre dans un environnement post-Covid. Ainsi, selon Wolfgang Bauer, gérant obligataire chez M&G, ils "pourraient tenter d'épuiser, dans le cadre constitutionnel allemand, toutes les possibilités d'augmenter les niveaux d'endettement pour financer les dépenses publiques. Les investisseurs obligataires doivent donc s'attendre à une augmentation des émissions d'obligation d'État allemandes". Les deux partis souhaitent une hausse du salaire minimum à 12 € (contre 9,50 € actuellement), la réintroduction d'un impôt sur la fortune (abandonné en 1997 sous le Chancelier Helmut Kohl), ainsi que la création d'un fonds d'investissement de 500 milliards d'euros sur les 10 prochaines années financé par emprunt. De ce fait, pour eux, le Schwarze Null, frein constitutionnel à l'endettement, représente surtout un frein à l'investissement ; ils voudraient alors le réformer. Ainsi, selon Wolfgang Bauer, "Olaf Scholz serait probablement plus tolérant à l'égard des finances publiques ailleurs en Europe également". Selon Stefan Keller, stratégiste allocation d'actifs chez Candriam, "la réponse allemande aux questions les plus pressantes exercera un effet positif sur les marchés, car elle risque d'exiger davantage de dépenses d'infrastructure et de stimuler la demande domestique dans d'autres domaines."
D'un point de vue géopolitique, l'ère merkelienne a surtout été marquée par un "centrisme diplomatique", refusant de s'engager expressément dans un conflit international. L'Allemagne a su tirer bénéfice de son appartenance à l'Otan et a toujours refusé jusqu'alors la création d'une Défense européenne. Cependant, d'après une note de l'Institut Montaigne, le changement de stratégie des États-Unis a changé la donne en se "lançant dans une confrontation multiforme : avec la Chine prioritairement, mais aussi avec la Russie". C'est pourquoi, "l'Allemagne entend être plus proactive dans sa participation à une politique européenne de sécurité commune et transatlantique. Dans le discours au moins, Berlin reconnaît désormais que l'UE doit se doter de capacités "autonomes" face à la Russie, à la Chine et même aux États-Unis. L'expérience amère de la déroute afghane devrait achever de convaincre Berlin de la nécessité de renforcer sa capacité d'agir.", explique l'Institut Montaigne. Dernièrement, l'alliance Aukus formée par les Etats-Unis, l'Australie et le Royaume-Uni dans le dos de l'Europe et qui a conduit à la rupture d'un contrat de taille entre la France et l'Australie, renforce les convictions outre-Rhin à plus de souveraineté européenne. C'est ce qu'a déclaré, en réaction, Michael Roth, secrétaire d'État allemand aux Affaires européennes : "Nous devons nous poser la question sur la façon de conforter notre souveraineté, comment nous pouvons montrer plus d'unité sur les questions de politique extérieure et de sécurité". Les candidats vert et social-démocrate sont favorables au renforcement d'une défense européenne également souhaitée par Emmanuel Macron, ainsi qu'une intégration fiscale harmonisée.
Ces perspectives sont réjouissantes pour la France. En effet, les politiques économiques et étrangères s'aligneraient sur les intérêts français. En effet, d'un point de vue économique, la hausse des salaires, par exemple, ferait perdre à l'Allemagne un peu de sa compétitivité prix, selon Philippe Gudin de Vallerin, ce qui permettrait à la France de jouer davantage à armes égales. Sur la politique européenne, les programmes électoraux embrassent la vision française d'Emmanuel Macron, c'est-à-dire une meilleure souveraineté militaire face aux grandes puissances mondiales et une meilleure harmonisation fiscale et sociale entre États membres pour éviter le dumping. C'est un couple franco-allemand qui s'annonce uni.
