L’innovation de rupture au cœur des ambitions présidentielles
Le Président de la République française a présenté son plan pour la France avec dix objectifs à atteindre d’ici 2030. Il veut investir massivement dans les industries françaises pour à la fois être indépendant et rattraper le retard technologique. Avec dernière cela l'ambition de redevenir une nation d’innovation et de recherche, sans oublier de continuer à financer le modèle social français. Pour ce faire, la France doit innover de manière à créer des ruptures comme le furent en leur temps, la voiture, la télévision, l’ordinateur, le téléphone et Internet. C’est pourquoi, le locataire de l’Élysée compte sur un plan d’investissement sur cinq ans de 30 milliards d’euros. Ces objectifs se regroupent en trois catégories : mieux produire, mieux vivre et mieux comprendre.
Pour mieux produire, il faut comprendre émettre moins d’émissions de carbone. Le chef de l’État continue de croire en l’énergie nucléaire qui est aujourd’hui un des seuls moyens de produire de l’électricité en quantité tout en émettant peu de carbone. Il veut faire émerger d’ici 2030 des réacteurs nucléaires de petites tailles, appelés small moduler reactor grâce à un investissement d’un milliard d’euros. Le but est d’améliorer la sûreté des réacteurs tout en réduisant les coûts et les déchets. Parallèlement, une énergie propre qui a le vent en poupe est l’hydrogène vert. Le chef du pouvoir exécutif souhaite en devenir le champion. Un objectif réalisable en construisant deux électrolyseurs et en s’appuyant sur le nucléaire qui pourrait les fournir en électricité suffisante, nécessaire à la production de l’électrolyse. Cette nouvelle énergie devra être un facteur d’accélération de la décarbonation de l’industrie.
La France compte sur sa présidence de l’Union européenne pour faire avancer l’agenda sur le mécanisme d’ajustement carbone aux frontières pour pénaliser toutes les entreprises hors Europe qui n'auraient pas entrepris les réformes de décarbonation. Cette décarbonation sera accompagnée par un investissement de plus de 100 millions d’euros pour certains sites industriels, ainsi que par la robotisation et la digitalisation de l’industrie. Pour la décarbonation de l’industrie et le financement d’un nouveau mix électrique, le plan propose d’investir 8 milliards d’euros. Pour le secteur des transports, ce sont 4 milliards d’euros qui seront mis sur la table. Le plan vise la production à l’horizon 2030 en France de près de 2 millions de véhicules électriques et hybrides. Ce chiffre consiste à préserver les parts de marché françaises au niveau européen. Un autre secteur du transport visé est l’aéronautique avec la création d’un avion bas carbone. Ce projet sera européen.
Pour mieux vivre, le plan décennal cible l’alimentation, la santé et la culture. Deux milliards d’euros seront consacrés à la révolution robotique, numérique et génétique pour une alimentation "saine", "durable" et "traçable". Le but pour les agriculteurs sera de continuer à produire en assez grande quantité pour la France et aussi pour l'exportation, tout en respectant au mieux l'environnement et ce, en s'appuyant sur les dernières technologies. En période de Covid-19, l'homme fort de l'exécutif souhaite doter l'Hexagone "d'au moins 20 biomédicaments contre les cancers, les maladies émergentes et les maladies chroniques liées à l'âge" et plaide pour "une médecine plus prédictive, plus innovante et avec un tissu productif davantage en France". À l'image des États-Unis, qui grâce au développement de leur soft power via l'exportation de leur culture avec comme fer de lance le cinéma, Emmanuel Macron ambitionne de placer la France en tête des contenus culturels et créatifs. Le but est de pouvoir offrir aux Français un imaginaire qui est le leur et qui s'appuie sur l'héritage culturel français bien existant.
Enfin, pour mieux comprendre, le Président de la République aspire à explorer, et non exploiter affirme-t-il, les fonds marins, ainsi que l'espace. Ce sont des parties encore mal connus du globe qui sont susceptibles d'être "un levier extraordinaire de compréhension du vivant, d’accès à certains métaux rares, de compréhension du fonctionnement de nouveaux écosystèmes d’innovation". Pour l'aventure spatiale, l'objectif avancé est la fabrication de mini-lanceurs réutilisables d'ici 2026. Cette échéance est remise en cause par certains scientifiques. D'après eux, ce projet aurait déjà pris deux ans de retard.
