La jeunesse échoue à s'extirper du chômage selon l'OIT
Le Covid a frappé les jeunes de plein fouet. Et ils peinent sérieusement à s'en remettre. C'est en tous cas ce que met en avant le dernier rapport de l'OIT : le nombre de jeunes chômeurs devrait monter jusqu'à 73 millions en 2022, 6 millions de plus qu'en 2019, soit avant la pandémie, indique le rapport. Ce sont donc bien les jeunes qui ont été et sont encore en première ligne face aux ravages du Covid.
Un climat peu clément pour l'emploi des jeunes
Difficultés à intégrer le marché du travail, sorties en masse, va-et-vient des recrutements et licenciements à cause des confinements et déconfinements répétés, toutes ces contraintes ont participé à enterrer la motivation des jeunes, et surtout ceux rencontrant déjà des obstacles à l'insertion (jeunes en décrochage scolaire ou sans emploi par exemple).
Ce sont aussi les programmes de maintien dans l’emploi financés par les gouvernements qui ont été peu efficaces pour la protection des jeunes travailleurs.
Évidemment, la crise du Covid a eu de lourdes conséquences sur les jeunes, en perturbant dangereusement leur scolarité et leur formation. Plus de 1,6 milliard d'apprenants ont été touchés et subissent encore les désastres de la pandémie.
Des disparités dans tous les domaines qui déséquilibrent la balance
Le rapport indique que seuls les pays à revenus élevés arriveront à atteindre à la fin 2022 un taux de chômage des jeunes proches de celui de 2019, comme les pays d'Amérique du Nord par exemple (8,3%). Pour les autres contrées, d'Amérique du Sud ou d'Afrique, par exemple, le taux de chômage restera toujours stagnant, supplantant de plus d'un point de pourcentage celui d'avant la pandémie.
Le taux de chômage des jeunes en Asie-Pacifique se maintient et est en concordance avec la moyenne mondiale à 14,9%, ce qui n'est pas le cas en Europe avec un taux de chômage à 1,5 point de pourcentage supérieur à la moyenne mondiale en 2022, à 16,4% contre 14,9%.
Dans les États d'Amérique du Sud, la situation est gravement précaire puisque le taux de chômage des jeunes devrait atteindre 20,5 % en 2022, loin au-dessus de la moyenne mondiale.
Plus problématique, ce problème d'accession à l'emploi est doublé d'une inégalité de genre que subissent, comme toujours, les femmes. En 2022, 27,4% des jeunes femmes dans le monde posséderont un emploi, contre 40,3% des jeunes hommes. Les hommes ont donc presque 1,5 fois plus de chances que les jeunes femmes de pouvoir travailler. Mais cela dépend aussi des régions où l'on se trouve : l'écart hommes/femmes, est plus important dans les pays à revenu moyen inférieur (17,3 points de pourcentage) et plus faible dans les pays à revenu élevé (2,3 points de pourcentage).
C'est dans les pays arabes que le chômage des jeunes femmes explose, avec une projection de 42,5% de chômage en 2022, soit près de trois fois plus que la moyenne mondiale pour les jeunes femmes (14,5 %).
Une lumière au fond du tunnel ?
8,4 millions d'emplois supplémentaires pour les jeunes seraient créés d'ici à 2030 affirme le rapport, grâce à la mise en œuvre de mesures d'emploi dans l'économie verte. Aussi, le rapport avance que les investissements dans les secteurs des soins mettraient en place 17,9 millions d'emplois supplémentaires pour les jeunes d'ici 2030, dans le domaine des soins par exemple (14,4 millions d'emplois) et dans les autres secteurs (3,4 millions d'emplois). Des espoirs sont permis.
