La souveraineté économique ne peut faire fi du renouvelable / La transition écologique doit pérenniser le mix énergétique de nombreux pays
La croissance des énergies renouvelables est stimulée par les pays qui cherchent à renforcer leur sécurité énergétique. L'Agence internationale de l'énergie avance que la crise actuelle sur les prix du gaz et de l'électricité provoque une très forte hausse des moyens investis dans la transition écologique. La croissance de la capacité mondiale, en la matière, est supposée doubler au cours des cinq prochaines années.

Des années d’atermoiements au gré des différentes conférences pour le climat, pour que finalement le conflit ukrainien soit le catalyseur de la transition énergétique. Fatih Birol, le directeur de l'Agence internationale de l'énergie (AIE), affirme ainsi que certes "les énergies renouvelables se développaient déjà rapidement, mais la crise énergétique mondiale les a fait entrer dans une nouvelle phase extraordinaire de croissance encore plus rapide, les pays cherchant à tirer parti de leurs avantages en matière de sécurité énergétique. Le monde devrait ajouter autant d'énergie renouvelable au cours des cinq prochaines années qu'au cours des vingt années précédentes". Un très sérieux coup d’accélérateur qui peut constituer un "tournant historique" aux yeux de l'économiste turc.
Le Vieux continent est en première ligne de cette révolution, l'AIE argue en effet que "le montant de la capacité d'énergie renouvelable ajoutée en Europe au cours de la période 2022-27 devrait être deux fois plus élevé que celui de la période quinquennale précédente, sous l'effet conjugué des préoccupations de sécurité énergétique et des ambitions climatiques". Une double incitation qui opère à plein régime, même si la question de la souveraineté semble la plus prégnante actuellement. Xavier Timbeau, directeur de l'OFCE, rappelait ainsi la semaine passée que “ceux qui ont engagé la transition il y a longtemps comme la Suède sont préparés et beaucoup moins dépendant des énergies fossiles importées et ont des tensions sociales bien plus faibles.”
Le reste du monde emboîte le pas
La question de la souveraineté énergétique, si elle touche tout particulièrement le continent européen d'un modèle économique très dépendant de l'énergie russe, existe ailleurs sur le globe. Il faut dire que la maîtrise des chaînes d'approvisionnements est déjà un sujet crucial depuis de la pandémie de Covid. L'AIE rappelle notamment que "grâce à son récent 14e plan quinquennal, la Chine devrait représenter près de la moitié des nouvelles capacités mondiales d'énergie renouvelable au cours de la période 2022-2027". De l'autre côté du Pacifique, le président américain Joe Biden ne reste pas les bras croisés et a mis les énergies renouvelables au cœur de ses préoccupations.
La planète tout entière est bel et bien en train de se préoccuper de sa souveraineté énergétique ; l'AIE note qu'en un an ses prévisions sur les renouvelables à l'horizon 2030 ont été révisées à la hausse de plus de 30 %. Avec comme autre fait prégnant l'arrêt total ou presque de la hausse des capacités fossiles ou nucléaires étant donné que "les énergies renouvelables devraient représenter plus de 90 % de l'expansion de l'électricité mondiale au cours des cinq prochaines années, dépassant le charbon pour devenir la principale source d'électricité mondiale au début de 2025".
