Les institutions financières non bancaires toujours sous l’étroite surveillance de la BCE / Leurs risques se sont pourtant réduits récemment
Du mieux, mais pas encore tout à fait tirer d’affaire. Le rapport semestriel sur la stabilité financière de la Banque centrale européenne (BCE) n’a pas été tendre avec les faiblesses de la partie non bancaire du secteur financier.
Luis de Guindos, vice-président de la BCE, évoquant la nécessité d’étudier "les canaux par lesquels les tensions dans les institutions financières non bancaires pourraient se propager aux banques de la zone euro".
Des propos qui font écho à ceux de François Villeroy de Galhau, à l’occasion de la présentation du rapport annuel de l’Autorité de contrôle prudentiel et de résolution, qui arguait que "comme différents épisodes récents de volatilité de marché l’ont démontré, la finance non bancaire représente un risque systémique de plus en plus important et doit être mieux encadrée, tant au plan micro- que macroprudentiel, afin notamment de contrôler l’effet de levier et de contenir le risque de liquidité ".
Sujet à l’inflation
L’une des principales faiblesses redoutées par Luis de Guindos et ses pairs a trait à la vulnérabilité du secteur des institutions financières non bancaires (NBFI) aux corrections de prix. Malgré une légère amélioration en ce qui concerne le risque de crédit dans les portefeuilles des NBFI, cela ne l’empêche ainsi pas d’être considéré comme restant élevé aux yeux de la BCE.
Francfort est également attentif au retournement du cycle immobilier. Ce dernier expose un "secteur [qui] peut donc être confronté à des pertes (de réévaluation) dues à la hausse des primes de risque et à l’augmentation potentielle de la probabilité de défaillance des entreprises ". Le mécanisme redouté dans le rapport est qu’en " cas de besoins soudains de liquidités, les ventes forcées d’actifs pourraient amplifier les pressions sur les prix, ce qui souligne l’importance d’une préparation suffisante à la liquidité dans l’ensemble du secteur des IFNB et de conditions de remboursement appropriées pour les fonds investissant dans des actifs relativement illiquides".
Les NBFI ayant acquis un poids de plus en plus prégnant dans le secteur immobilier, le risque de repli de ce dernier leur fait courir un risque. La BCE rappelle qu’à la "fin 2022, les fonds d’investissement, les sociétés d’assurance et les fonds de pension détenaient respectivement 8,0 %, 8,1 % et 6,9 % de leurs actifs totaux dans l’immobilier et les fonds d’investissement immobiliers". La pleine transmission des effets de la politique monétaire restrictive à l’économie réelle ne se fera pas sans affecter ces actifs.
Faire barrage
Le plus inquiétant ce n’est pas les dangers qui pèsent uniquement sur les institutions financières non bancaires, mais la propagation des difficultés de ces dernières à l’ensemble du système bancaire. Une interconnexion susceptible "d’engendrer des vulnérabilités et des risques de contagion financière ". Effectivement les NBFI de par leurs " investissements dans les banques et d’autres secteurs financiers peuvent exposer les établissements non bancaires aux retombées d’autres entités financières".
De plus, étant donné qu’ils possèdent tant de la dette émise par les banques, que des actions cotées, ces acteurs représentent une source considérable de financement pour les banques. La BCE attire l’attention sur le "secteur des fonds d’investissement [qui] détient la quasi-totalité des obligations convertibles contingentes émises par les banques, même si ces avoirs ne représentent que 0,2 % du total des actifs des fonds d’investissement". Autant d’éléments qui "peuvent entraîner des répercussions sur les risques de liquidité et de crédit, susceptibles d’amplifier les mouvements des prix des actifs".
Les autorités européennes plaident donc pour la bonne application de mesures préventives, notamment via des réserves de liquidités adéquates. Ce qui doit permettre "à la fois renforcer la résilience du secteur des NBFI contre les effets de contagion et atténuer le risque d’une nouvelle contagion financière".
