Asie : les chocs économiques et financiers ont provoqué un bond de l'extrême pauvreté / Plusieurs dizaines de millions de personnes de plus que prévu y sont confrontées
Par rapport à ce qui était anticipé avant la pandémie et l’envolée des prix à la consommation, le nombre de personnes vivant avec moins de 2,15 dollars par jour est supérieur de près de 70 millions, montre un rapport de la Banque asiatique de développement (BAD).

Les pays de l’Asie-Pacifique connaissent une tragédie humanitaire. Alors que 155,2 millions de personnes sont aux prises avec l’extrême pauvreté (le fait de vivre avec moins de 2,15 dollars par jour, sur la base des prix de 2017 et ajustés en fonction de l'inflation), l’on vient d’apprendre que ce nombre est près de deux fois plus élevé que ce qui l’aurait dû être si l'on se fie aux prévisions d’il y a quelques années - cela représente 3,6% de la population. C’est ce qu’indique un rapport de la Banque asiatique de développement (BAD).
Ce sont 67,8 millions de personnes de plus qu’escompté qui sont confrontées à l’extrême pauvreté en raison de la pandémie et l’envolée des prix à la consommation, selon le rapport. “L'Asie et le Pacifique se remettent progressivement de la pandémie de COVID-19, mais l'augmentation de la crise du coût de la vie compromet les progrès vers l'élimination de la pauvreté", a fait savoir l'économiste en chef de la BAD, Albert Park.
La Banque asiatique de développement a estimé en 2021 que la pandémie, à travers la chute de l’activité qu’elle a générée, avait fait basculer 75 à 80 millions de personnes supplémentaires dans l'extrême pauvreté dès l'année précédente, par rapport aux projections antérieures à la pandémie. L'extrême pauvreté était alors définie comme le fait de vivre avec moins de 1,90 dollar par jour, sur la base des prix de 2011.
Pour ce qui est de l’explosion des prix de l’alimentation et de l’énergie, nourrie en partie par l’invasion de l’Ukraine par la Russie, les plus pauvres sont davantage touchés étant donné que ces biens représentent une proportion plus importante de leurs dépenses par rapport à la moyenne de la population. “La moitié la plus pauvre dépense environ 10 % de plus en énergie qu'un ménage moyen”, estime le rapport. Si bien qu’en moyenne, le taux global d’inflation de leur panier de consommation est supérieur à celui du reste de la population. "L'augmentation du prix des biens et services de base empêche de nombreux pauvres d'épargner, de payer des soins de santé ou d'investir dans l'éducation et d'autres opportunités susceptibles d'améliorer leur situation à long terme. Les femmes peuvent également avoir été touchées de manière disproportionnée, car elles ont tendance à gagner moins que les hommes tout en étant soumises à un travail non rémunéré", ajoute la BAD.
Les économies des pays en développement d'Asie et du Pacifique devraient continuer à progresser dans la lutte contre la pauvreté. Néanmoins, d'ici 2030, on estime que 30,3 % de la population de la région, soit environ 1,26 milliard de personnes, seront toujours considérées comme économiquement vulnérables, c'est-à-dire vivant avec 3,65 à 6,85 dollars par jour.
"Pour faire face à la crise du coût de la vie, les gouvernements de l'Asie et du Pacifique peuvent renforcer les systèmes de protection sociale, accroître leur soutien au développement agricole, améliorer l'accès des populations aux services financiers, donner la priorité aux investissements dans les infrastructures et promouvoir l'innovation technologique et le développement du capital humain", affirment les économistes de la BAD.
