Croissance : le Haut conseil des finances publiques juge le gouvernement trop confiant / Et la trajectoire de désendettement manquerait de crédibilité
Le projet de loi de programmation des finances publiques (PLPFP) 2023-2027 n’enchante guère du côté de la Cour des comptes. Le Haut conseil des finances publiques (HCFP), qui lui est rattaché, est chargé d’analyser le réalisme des prévisions macroéconomiques du gouvernement et celles que l’on retrouve dans le PLPFP le laissent circonspect. “Pour l’année 2024, le Gouvernement présente une hypothèse de croissance de 1,4 %. Le HCFP estime que cette prévision est élevée, alors que le consensus des économistes l’estime à 0,8 % et la Banque de France à 0,9 %”, a déclaré, ce matin, Pierre Moscovici, Premier président de la Cour des comptes et président du Haut Conseil des finances publiques, à l’occasion d’une conférence de presse.
Les membres du HCFP n’en disent pas beaucoup plus, précisant juste que cette prévision suppose que “le durcissement des conditions de crédit a déjà produit l’essentiel de ses effets et que l’ensemble des composantes de la demande tirera la croissance en 2024”. Il faudra attendre mercredi, jour de présentation du projet de loi de finances 2024 en Conseil des ministres, pour connaître leurs observations relatives aux prévisions macroéconomiques de l’exécutif pour les années 2023 et 2024.
Dans l’avis publié aujourd’hui, l’organisme a concentré son tir sur 2025-2027, période ô combien cruciale car elle devrait voir le déficit public de la France passer sous les fameux 3 % du Produit intérieur brut (PIB) issus des traités européens. Or, durant ces années-là, le gouvernement miserait sur des hypothèses excessivement volontaristes pour justifier la croissance attendue (1,7 % en 2025 et 2026 puis 1,8 % en 2027).
“Ce scénario s’appuie […] sur une hypothèse de recul important du taux d’épargne des ménages pour le ramener à son niveau d’avant-crise [il passerait de 18,6% en 2023 à 15,6% en 2027, ndlr], recul que l’on peut souhaiter mais que rien n’annonce actuellement”, a souligné Pierre Moscovici, qui a ajouté qu’il supposait également “un niveau élevé de l’investissement des entreprises [son taux se maintiendrait à 25 %, soit à un étiage historique, ndlr] ce qui semble peu compatible avec les conditions de crédit actuelles, et sur une contribution légèrement positive du commerce extérieur à la croissance, ce qui, au vu des tendances passées, apparaît comme une hypothèse favorable”.
Tant et si bien que s’il ne repose pas sur “une prévision totalement irréaliste”, le scénario du gouvernement “combine des hypothèses favorables, ce qui est de nature à fragiliser la réalisation des objectifs de finances publiques qui y sont présentés”.
Pour mémoire, le déficit public devrait s’établir à 2,7 % du PIB en 2027 contre 4,9 % en 2023. Un objectif jugé “peu ambitieux” alors que “l’Irlande, la Grèce, l’Allemagne, le Portugal, les Pays-Bas présentent déjà un déficit inférieur à 3 points de PIB en 2022”, tandis que “l’Espagne vise à respecter ce seuil en 2024, l’Italie en 2025, la Belgique en 2026”, a rappelé Pierre Moscovici.
En ce qui concerne la dette publique, que Bercy veut ramener à 108,1 % du PIB dans quatre ans (contre 109,7 % aujourd’hui), le patron de la Cour des comptes ne s’est guère montré plus clément. "Je vous laisse calculer combien d’années sont nécessaires pour revenir, dans ce cadre, en dessous de 60 % [règle européenne régissant le seuil maximum autorisé de dette publique en % du PIB, ndlr]", a ironisé l’ancien locataire de Bercy.
Pour couronner le tout, en plus d’être insuffisamment ambitieuse, le HCFP avance que cette trajectoire manque de crédibilité. "Pour respecter la trajectoire prévue, compte tenu de l’alourdissement anticipé de la charge de la dette, les dépenses hors charges d’intérêts devraient être quasi stables sur la période 2024-2027, de 0,1 % environ", a pointé Pierre Moscovici. Or, "à titre de comparaison, la période pendant laquelle la croissance de la dépense a été la plus contenue au cours des vingt dernières années est une période que je connais un peu, 2010-2014, c’est-à-dire pendant la crise des dettes souveraines en zone euro. Les dépenses hors charges d’intérêts augmentaient alors de 0,9 % en volume", a-t-il illustré.
Au total, "le respect de la trajectoire suppose la réalisation d’un montant important d’économies, toujours peu documentées à ce jour. Le gouvernement escompte 12 milliards d’euros d’économies pérennes en 2025, réparties entre l’État et la sphère sociale, issues de l’exercice de revues de dépenses" a indiqué le président du HCFP, déplorant que "le contenu concret de ces revues, et des autres économies prévues, reste à préciser, au-delà de l’impact de la réforme des retraites et de l’assurance-chômage".
Finalement, "la baisse attendue du ratio de dette publique est fragile, puisqu’elle s’appuie sur une prévision de croissance optimiste et une cible exigeante de dépenses, cible dont le respect n’est aujourd’hui pas forcément garanti", a résumé Pierre Moscovici.
