France : le Trésor a trouvé le patron de sa nouvelle sous-direction verte / Stéphane Sorbe va piloter l’analyse de la transition écologique
Créée à la rentrée, la sous-direction de la transition écologique de la direction générale du Trésor sera dirigée par Stéphane Sorbe. Jusqu’ici sous-directeur des politiques sectorielles, ce polytechnicien a passé une grande partie de sa carrière à l’OCDE.

La nouvelle sous-direction de la transition écologique (Treco) venant d’être mise sur pied par la direction générale du Trésor (DG Trésor), une des administrations phares de Bercy, a son chef. Il s’agit de Stéphane Sorbe, qui était depuis près de trois ans sous-directeur des politiques sectorielles à la DG Trésor. La durée d’occupation du poste est de trois ans, renouvelable une fois. Stéphane Sorbe assurera la coordination de quatre bureaux : le pôle zéro carbone, le bureau de la synthèse climat, le bureau de l’environnement, de l’adaptation et de la biodiversité et le bureau de l’énergie.
Pour rappel, la Treco sera chargée d’appréhender et d’expliquer les enjeux économiques et sociaux du changement climatique et du maintien de la biodiversité, concevoir un rapport sur les enjeux économiques de la transition écologique et enfin de produire des recommandations sur les enjeux énergétiques face à la crise actuelle et à plus long terme.
Administrateur hors classe de l’Insee, Stéphane Sorbe est diplômé de l’Ecole Polytechnique, de l’ENSAE et de l’université Paris-VI. Il entre à la DG Trésor en septembre 2007, en charge des prévisions macroéconomiques des Etats-Unis. En outre, il y mènera des études sur le marché immobilier américain tandis que la crise des subprimes provoque une crise financière mondiale.
Puis, après avoir été confronté aux questions de finances publiques - toujours à Bercy - il fait son entrée à l’OCDE en 2011. Trois ans durant il est chargé du suivi des Pays-Bas, de la Hongrie, du Portugal et de la Belgique. A la suite de cela, il est aux prises avec les problématiques afférentes à l’érosion de la base d’imposition et au transfert de bénéfices.
En 2015, ce pour trois ans, il fait son retour à la DG Trésor, en tant que chef du bureau "Politiques économies et risques internationaux". Il revient en avril 2018 à l’OCDE en tant qu’économiste principal et conduit des études à propos de l’impact de la digitalisation sur la productivité et recommence à s’intéresser aux stratégies de planification fiscale des entreprises.
