L’Argentine est en prise avec ses contradictions / Deux visions de son économie s’affrontent au second tour de la présidentielle
Le dollar comme remède à tous les maux argentins. Voici l’étrange mantra qu’a fait sien Javier Milei et qui semble plaire à ses compatriotes (plus de huit millions ont voté pour lui lors du premier tour de l’élection présidentielle argentine). Fort de ses près de 30 % des suffrages exprimés, il propose une alternative à Sergio Massa, candidat de centre-gauche arrivé en tête, qui se pose en héritier du péronisme. Mouvement politique et économique qui a échoué depuis des décennies à résoudre les maux du pays.
Malheureusement le problème argentin est aujourd’hui si profond qu’il est peu probable que les deux candidats puissent remettre l’Argentine sur de bons rails rapidement, tant l’ampleur de la tâche à abattre est compliquée et demandera de la patience. Bruno De Moura Fernandes, responsable de la recherche macroéconomique chez Coface, a confié à WanSquare "qu’il ne faut pas oublier que les difficultés argentines sont dues à des déséquilibres économiques importants".
Sa propre tombe
Ces derniers mois ont de plus vu de " l’huile être jetée sur le feu" selon l’économiste, qui avance que "depuis les primaires, on a vu un plan de relance de l’ordre de 1,5 point de PIB, financé comme d’habitude par le déficit public via l’émission monétaire ". C’est d’ailleurs le cœur du problème argentin, le manque de réserves de la Banque centrale qui limite ses possibilités d’action. Elle s’évertue pourtant à défendre le cours du peso argentin en y allouant les fonds à sa disposition, le cours réel de ce dernier est aujourd’hui largement dévalué sur le marché parallèle.
Du côté de chez Sylvain Bersinger, chef économiste d’Asterès, on juge que "la surévaluation du peso est visible dans l’évolution du taux de change parallèle (une sorte de "marché noir" du dollar pour contourner le contrôle des capitaux) : un dollar vaut actuellement 350 pesos au taux de change officiel mais environ 1 000 pesos au taux de change parallèle". Javier Milei s’est inquiété à juste titre durant la campagne, posant selon Bruno De Moura Fernandes " le bon constat, celui qu’il faut en terminer avec l’inflation, alimentée par l’émission monétaire". Son projet de transition du peso vers le dollar n’est cependant pas sans poser problème.
L’utopie
Dollariser son économie n’est pas impossible malgré les inconvénients que cela engendre : pour Asterès, cela "poserait d’autres problèmes au moins aussi importants. Adopter le dollar pourrait entraîner une pénurie de monnaie en Argentine et empêcherait le pays de répondre aux aléas conjoncturels à l’aide d’une politique monétaire spécifique". Notamment puisqu’elle " pourrait générer de la déflation, qui peut être encore plus problématique que l’inflation. La dollarisation pourrait être si efficace pour freiner l’inflation qu’elle pourrait générer de la déflation (baisse durable des prix)". Ce qui contribuerait à limiter l’investissement de façon assez catastrophique. Néanmoins du côté des capitaux étrangers la réussite de l’opération pourrait permettre d’augmenter leur flux.
Une fois réalisée, la dollarisation permettrait à coup sûr de faire disparaître drastiquement l’inflation qui frappe durement l’économie argentine. Chaque dévaluation de la monnaie ne modifiant pas uniquement les prix des biens importés mais bien ceux de chacun des biens de l’économie. Bruno De Moura Fernandes nous a confié que "le lendemain d’une dévaluation de 20 %, le prix du pain augmente de la même proportion alors que les matières premières ne sont produites que localement". Du côté de Javier Milei, on espère sans doute suivre l’exemple de l’Équateur qui avait réussi sa transition vers la dollarisation au début du siècle.
Malheureusement l’économiste de Coface est moins confiant quant à la réussite d’une telle opération du côté argentin. "Actuellement on tire le plus possible sur les marges de manœuvre " nous fait-il valoir alors que " l’Équateur disposait de réserves suffisantes à l’époque". Seule solution alors pour entamer la dollarisation ; il va "falloir privatiser, contracter des prêts et diminuer les dépenses publiques ", une thérapie de choc qui pourrait être amenée à durer. Bruno De Moura Fernandes détaillant "qu’on ne peut pas convertir comme ça, il faut laisser le peso se dévaluer et attendre le moment où ça se stabilise". Tout un pan de la société risque de connaître de grosses tensions sociales, face aux conséquences désastreuses pour leur épargne qui se retrouverait probablement divisée par deux a minima.
Sans compter que sur le plan de la croissance, Bruno De Moura Fernandes avertit "qu’une victoire de Milei pourrait engendrer des conséquences encore inconnues sur la croissance ", notamment en raison des conséquences sociales engendrées. Tout est loin d’être rose en cas de victoire de son adversaire, ce dernier devra également procéder à une dévaluation au vu de la situation du peso.
