Le lourd coût de l’électrification de l’Europe / Les infrastructures associées nécessitent d’importants investissements

Le continent européen a profité pleinement de son réseau électrique interconnecté l’hiver dernier. Ce précieux outil nécessite cependant d’être d’une part entretenu et d’autre part développé. Notamment en raison d’une consommation d’électricité dans l’Union européenne qui est attendue en hausse de 60 % d’ici à la fin de la décennie, ce qui conduit la Commission européenne à avancer qu’il faudra engager des investissements de l’ordre de 584 milliards d’euros.

L’Europe va devoir une nouvelle fois mettre la main au portefeuille. Cette fois-ci, c’est la transition énergétique qui nécessitera une enveloppe bien fournie afin de développer les réseaux électriques du continent. Kadri Simson, commissaire européenne à l’énergie, l’a bien fait savoir en arguant que " l’Europe ne garantira sa sécurité énergétique et ne réalisera ses ambitions en matière de climat que si nos infrastructures électriques s’étendent et évoluent pour être adaptées à un système énergétique décarboné".

La Commission européenne note effectivement que près de "40 % de nos réseaux de distribution ont plus de 40 ans" et vont avoir besoin d’une deuxième jeunesse rapidement. Une rénovation qui explique une partie des sommes colossales à investir, l’autre étant due à une "capacité de transport transfrontière [qui] devrait doubler d’ici à 2030" au vu de l’explosion attendue de la consommation d’électricité durant cette période. La commissaire européenne a également précisé que ces sommes déboursées permettraient "d’intégrer les grandes quantités d’énergies renouvelables, de véhicules électriques, de pompes à chaleur et d’électrolyseurs qui sont nécessaires pour décarboner notre économie ".

Fruits de l’électrification

Si l’Europe compte comme elle l'espère disposer de "millions de panneaux solaires sur toiture, de pompes à chaleur", avoir "un recours accru aux énergies renouvelables en mer", connaître "une augmentation du nombre de véhicules électriques à charger", il lui faudra avoir des "réseaux [qui]devront être adaptés à un système plus numérisé, décentralisé et flexible ". Ce qui pourrait générer des gains non négligeables, les documents consultés par WanSquare font état de "meilleures interconnexions transfrontalières [qui] offrent un potentiel important d’économies au niveau du système : les projets transfrontaliers peuvent réduire les coûts de production de 9 milliards d’euros par an jusqu’en 2040".

Un calcul largement gagnant pour l’Europe qui devrait engager pour cela une somme "pour la capacité transfrontalière et le stockage [qui] s’élève à 6 milliards d’euros par an ". La Commission a dévoilé une première liste identifiant 166 projets de "réseau d’infrastructures adapté à un avenir décarboné ". Ce sont 68 d’entre eux qui concernent l’électricité, et c’est 85 qui sont pensés pour "s’attaquer aux goulets d’étranglement les plus pressants des réseaux de l’UE". L’arrivée en temps et en heure des projets devant être mis en service entre 2027 et 2030 étant crucial et ce "pour qu’ils puissent avoir un impact au cours de cette décennie". La Commission jugeant vital "d’éviter les dérapages et les retards" connus par le passé.

Si Kadri Simson juge que "le plan d’action présenté aujourd’hui crée les conditions requises à cet effet ", elle est bien obligée de déclarer qu’elle "compte sur le soutien de tous les acteurs du secteur pour faire en sorte que le plan se concrétise en actions", les déclarations ne suffiront pas et c’est pour cela que la Commission a annoncé "lancera d’ici la fin de l’année 2023 un processus renforcé avec les investisseurs (y compris les fonds de pension), les agences de crédit, institutions financières, les autorités de régulation et les gestionnaires de réseau afin d’identifier et d’éliminer les obstacles au financement". Une réflexion qui s’attaquera au sujet des prêts bancaires, comme celui du financement via des instruments fondés sur le marché (dette et fonds propres), ou encore à la possibilité de recourir à des garanties et de financements mixtes.

Il s’agira bel et bien de "fournir les solutions les plus appropriées pour répondre aux besoins d’investissement, y compris des garanties ou des financements similaires qui catalysent le privé ". La Banque européenne d’investissement sera bien de la partie pour travailler plus particulièrement sur la façon de "soutenir les investissements" dans "le réseau au sens large, dans le cadre d’InvestEU".
