Arnaud Jullian devient secrétaire général adjoint de Bercy / Il était jusqu’ici secrétaire général de Sciences Po
Cet énarque qui a évolué au sein de la même promotion qu’Emmanuel Macron vient d’être nommé secrétaire général adjoint des ministères économiques et financiers par Bruno Le Maire. Il prendra ses fonctions le 5 février prochain.

Anne Blondy-Touret, secrétaire générale des ministères économiques et financiers, sera désormais épaulée d’Arnaud Jullian. Ce dernier vient d’être nommé, en Conseil des ministres, secrétaire général adjoint des ministères économiques et financiers. Pour mémoire, le secrétariat général est une direction de Bercy qui coordonne les politiques ministérielles, accompagne la transformation, pilote les fonctions support et assure le dialogue social. En outre, le secrétariat général assiste également les ministres dans l'exercice de leurs responsabilités de défense et de sécurité, la secrétaire générale étant haut fonctionnaire de défense et de sécurité.
Administrateur de l’Etat, Arnaud Jullian est titulaire d’un diplôme d’ingénieur de l’École nationale supérieure d’ingénieurs des études et techniques d’armement (ENSTA Bretagne), d’un doctorat en traitement du signal et télécommunications de l’Université de Rennes 1 et ancien élève de l’Ecole nationale d’administration (promotion Senghor).
Il a occupé différentes fonctions à la Direction du budget entre 2004 et 2011 avant d’intégrer le cabinet du ministre chargé du Budget, des Comptes publics et de la Réforme de l'État entre mai 2009 et novembre 2011 (Eric Woerth, François Baroin et Valérie Pécresse s’étaient succédé à ce poste). Il sera ensuite nommé directeur adjoint de la mission "Programme d’investissements d’avenir" au sein du groupe Caisse des Dépôts et Consignations.
Puis, il s’est vu confier la sous-direction du financement de la sécurité sociale au sein du ministère des Affaires sociales et de la Santé, avant de rejoindre la direction du budget en tant que sous-directeur "Éducation nationale, enseignement supérieur, recherche, énergie, innovation, participations financières" jusqu’en 2018.
Depuis lors, Arnaud Jullian était secrétaire général de Sciences Po. A ce titre, il a notamment eu la responsabilité de piloter la stratégie financière, d’animer le dialogue social, d’accompagner la transformation numérique et de piloter les grands projets immobiliers.
