L’économie française avance à vive allure mais sur une seule jambe / Bonne nouvelle toutefois, la prévision pour 2024 est déjà atteinte
Entre avril et juin, le Produit intérieur brut (PIB) a augmenté de 0,3 %, de sorte qu’à mi-année l’acquis de croissance atteint 1 %, soit ce qui est prévu par le gouvernement pour 2024. Si elle progresse à un rythme soutenu, l’économie hexagonale ne le doit qu’à son commerce extérieur, la consommation des ménages stagnant malgré la désinflation et l’investissement des entreprises demeurant plutôt atone.

À première vue, l’activité économique française apparaît dans un très bel état de forme. Le Produit intérieur brut (PIB) de l’Hexagone a crû de 0,3 % au deuxième trimestre 2024 (en glissement trimestriel), après une performance identique entre janvier et mars, selon les données publiées par l’Insee, qui a ainsi vu ses prévisions se confirmer. Toutefois, la composition de la croissance anticipée par l’institut statistique est bien différente de celle qui fut effectivement observée.
En effet, la demande intérieure (hors stock) aurait dû intégralement expliquer cette progression de l’activité quand elle a en fait contribué pour 0,1 point de pourcentage. Il faut dire que les dépenses de consommation des ménages ont stagné sur le trimestre, ce malgré la diminution de l’inflation (la consommation alimentaire a fortement reculé).
De son côté, la formation brute de capital fixe des entreprises non-financières a enregistré une hausse de seulement 0,1 % dans un contexte où les conditions de financement demeurent restrictives, bien que la Banque centrale européenne (BCE) ait décidé d’une première baisse de ses taux d’intérêt directeurs. Reflet des difficultés du marché immobilier, l’investissement des ménages, lui, continue sa chute. Il s’est contracté de 0,5 %, ce qui correspond toutefois à la décrue la moins rapide depuis le premier trimestre 2022.
Comme au premier trimestre, le commerce extérieur apparaît, contrairement à ce qu’escomptait l’Insee, comme un soutien majeur à la croissance française, sa contribution s’élevant à 0,2 point (après 0,3 point au premier trimestre quand le PIB avait augmenté de 0,3 %). Au printemps, l’Insee indique que les exportations ont notamment été portées par les matériels de transports (+ 1,8 % après + 1,5 %) en raison de la livraison d’un nouveau navire. Les importations sont quant à elles restées stables ce trimestre. Elles furent tirées à la baisse par les importations de produits manufacturés entre autres en matériels de transport.
Cet été, le PIB pourrait croître de 0,5 % sous l’effet des Jeux Olympiques qui devraient doper les exportations françaises, selon l’Insee. Reste à voir dans quelle mesure l’envolée de l’incertitude, du fait de la situation politique, chez les chefs d’entreprises rapportée par les enquêtes de conjoncture, pèsera sur l’investissement.
Une chose est certaine, l’acquis de croissance atteint 1 % à la moitié de l’année 2024. Pour mémoire, il s’agit de la croissance que le PIB français afficherait sur l’ensemble de l’année, si l’activité économique se contentait de se stabiliser à son étiage du deuxième trimestre durant le second semestre. Il s’agit d’une bonne nouvelle sur le plan des finances publiques, le scénario macroéconomique du gouvernement est ainsi conforté en termes de croissance en volume attendue (1 %).
Si l’activité économique progressait au rythme envisagé par l’Insee (+ 0,5 % au troisième trimestre puis -0,1 % entre octobre et décembre) alors le PIB atteindrait une croissance de 1,2 % en 2024.
