Nouvelle secrétaire générale adjointe au Trésor / Cécile Humbert-Bouvier succède à Emmanuelle Ivanov-Durand
Précédemment déléguée à l’encadrement supérieur au sein de l’influente direction de Bercy, cette énarque ayant longtemps évolué dans le réseau international du Trésor a été choisie comme secrétaire générale adjointe.

La secrétaire générale de la direction générale du Trésor (DG Trésor), Constance Valigny, a une nouvelle adjointe. C’est Cécile Humbert-Bouvier qui a été désignée en remplacement d’Emmanuelle Ivanov-Durand. Le secrétariat général a, entre autres, en charge la gestion des ressources humaines des personnels de la direction en poste en France ou à l’étranger, il coordonne le suivi des questions budgétaires pour l’ensemble de la direction et met en œuvre sa politique informatique. De plus, il pilote ses projets de modernisation et coordonne les actions de communication interne et externe.
Cécile Humbert-Bouvier est une ancienne élève de l’École nationale d’administration. Au sein de la promotion Romain Gary, elle a pu croiser Mélanie Joder, directrice du Budget, Hélène Dantoine, directrice de la diplomatie économique au ministère de l’Europe et des Affaires étrangères, Cécilia Berthaud, secrétaire générale adjointe à la planification écologique, Julien Goubault, secrétaire général et membre du comité exécutif de Klépierre ou encore Waël Rizk, directeur adjoint juridique et conformité du groupe Caisse des Dépôts.
Administratrice de l’État, elle a commencé sa carrière en 2005 comme conseillère au tribunal administratif de Grenoble puis à la Cour administrative d’appel de Lyon.
Elle rejoint la DG Trésor en 2009 en tant qu’adjointe au chef du service économique régional de Madrid, puis occupe les mêmes fonctions à Rome jusqu’en 2013. Elle a ensuite occupé plusieurs postes au sein de la direction, en centrale comme cheffe du bureau des secteurs prioritaires à l’international, puis cheffe du bureau Méditerranée et Afrique australe, et dans le réseau international où elle a été successivement cheffe du service économique régional à Bruxelles puis à Rabat.
Elle était depuis décembre dernier déléguée à l’encadrement supérieur de la DG Trésor.
