Javier Milei espère toujours changer le destin argentin / Le pays est cependant loin d’être au bout de ses peines
Nécessaire mais pas suffisant. Les efforts de Javier Milei, président argentin, ont permis d’avancer sur bien des sujets, il lui faut encore convaincre nombre d’interlocuteurs avant de remettre l’économie de son pays sur de bons rails. Que ce soit au niveau local avec des élections à venir l’année prochaine ou sur la scène internationale, où les négociations concernant l’obtention d’un prêt par le Fonds monétaire international se poursuivent toujours.
Espoir
Bruno de Moura Fernandes, directeur de la recherche macroéconomique chez Coface, considère qu’il existe un motif d’espoir sur ce dernier point avec "un changement de négociateur du FMI qui irait plutôt dans le bon sens". Le président argentin espère bien obtenir un prêt de la part de l’institution, de l’ordre de 15 milliards de dollars, afin de pouvoir cesser le contrôle du cours de la monnaie nationale.
Il peut présenter ses succès de ces douze derniers mois comme gage de sa bonne volonté, un cocktail que nous expose l’économiste tel un mélange " d’une récession assez dure, jusqu’à 30 % dans la construction et 20 % dans l’industrie manufacturière, qui a mécaniquement permis d’engendrer des excédents commerciaux grâce à une forte baisse des importations. À laquelle s’ajoute le rapatriement de 16 milliards sur les comptes argentin, grâce à une loi d’amnistie sur les fonds cachés à l’étranger revenant au pays de septembre à octobre".
Confiance
Une manne précieuse puisqu’elle permet des prêts en dollars pour les entreprises exportatrices, un ensemble d’actions qui lui ont permis de regagner la confiance de toute part. Bruno de Moura Fernandes constatant que "sa cote de popularité a regagné des niveaux plus atteints depuis le début de son mandat et ce alors que plus de 50 % de la population est désormais sous le seuil de pauvreté". La principale surprise pour l’expert de Coface n’est "pas tant dans le constat originel de Milei d’un grave problème de financement du déficit argentin, avec lequel nous étions en accord, mais dans le fait que socialement le pays ne se soit pas enflammé".
Un autre changement en train de se produire concerne le front de l’inflation où elle tend à se normaliser peu à peu avec des dernières évolutions mensuelles proches de 2,7 %, bien plus en ligne avec un objectif de 30 % annuel. Les quelque 200 % d’inflation actuellement constatée sur douze mois devraient de fait diminuer les prochains mois, de part des effets de base.
Des échéances importantes attendent également l’Argentine dans les prochains mois, Bruno Moura de Fernandes jugeant que "le prochain remboursement de 5 à 6 milliards de dollars que va probablement réussir à effectuer l’Argentine serait à même de donner de la confiance aux investisseurs". La possibilité d’une libéralisation du change considérée comme "possible au milieu de l’année prochaine", serait un jalon important pour voir un retour des flux d’investissements dans l’économie.
Diplomatie
Décrié en France, un accord de libre-échange est à l’inverse vu positivement de ce côté-ci de l’Atlantique. Les raisons ne sont pas à chercher très loin nous confie l’expert de Coface. "La France et la Pologne sont des puissances agricoles majeures qui craignent de rentrer en concurrence frontale avec des pays très largement spécialisés dans l’agriculture. L’Argentine fait en effet partie de ces nations où même lorsqu’il y a peu de croissance elle provient presque exclusivement de l’agroalimentaire", explique-t-il.
Les accointances politiques de Donald Trump et Javier Milei n’ont échappé à personne, pourtant il semble difficile de voir l’Argentine en tirer des débouchés conséquents. Les exportations argentines n’étant actuellement à destination des États-Unis dans 7 à 8 % des cas, l’économiste arguant que "la structure de l’économie argentine la rend difficilement capable de se substituer aux importations chinoises notamment".
