Guerre commerciale : les modérés gagnent enfin un point
Enfin une respiration dans les attaques quotidiennes du Président Trump à l’égard de la Chine, et qui ont commencé à faire frémir les marchés cette semaine. Cette fois, il semblerait que la frange plus modérée de ses conseillers ait eu gain de cause, afin de calmer les tensions grandissantes avec le pays de Xi Jinping, prêt à répondre à toutes les attaques. Ainsi, les rumeurs ont bruissé pendant la journée de mardi de nouvelles mesures de rétorsion, cette fois envers les investissements chinois dans la tech américaine. L’Empire du Milieu a lancé un grand plan appelé Made in China 2025, destiné à faire du pays une puissance tech dans les domaines comme l’informatique, l’aérospatiale ou encore les biotechs, et pour cela à aller chercher les technologies prometteuses et leurs têtes pensantes, notamment aux Etats-Unis.
Pour contrer cela, l’administration Trump avait envisagé en début de semaine interdire aux sociétés ayant au moins 25% d’actionnariat chinois d'investir dans des « technologies industrielles significatives », mais aussi encadrer plus strictement les exportations de ce type vers la Chine. « Des centaines de milliards de dollars viennent chercher nos joyaux de technologie », avait déclaré le très protectionniste conseiller Peter Navarro. « Il faut une défense contre cela ». Mais ce matin, le gouvernement semble pencher vers une solution plus souple – et moins discriminatoire envers la Chine – à savoir celle de renforcer le rôle du CFIUS (Committee on Foreign Investment in the United States), qui est déjà chargé de donner son feu vert sur des investissements étrangers dans des secteurs sensibles aux US, et définir des domaines plus spécifiques comme la robotique, l’intelligence artificielle ou les véhicules électriques.
Aucune décision n’a encore été prise et les annonces seront officialisées samedi, mais cette évolution démontre en tout cas que les modérés de l’équipe Trump, notamment le secrétaire au Trésor Steve Mnuchin, se sont efforcés ces derniers jours de désamorcer la bombe chinoise.
Selon le New York Times, il a aussi empêché le recours à des méthodes encore plus agressives, comme la déclaration de l’état d’urgence, qui aurait ouvert le droit à des mesures de rétorsion contre la Chine au nom de la sécurité nationale.
Mais de l’autre côté, Peter Navarro et Robert Lightizer, conseiller au commerce extérieur, poussent à des mesures supplémentaires pour protéger les intérêts du pays et ont une oreille attentive du Président. D’habitude discret et peu enclin à l’opposition frontale avec son patron, le secrétaire au Trésor est néanmoins sorti du bois pour contester ces fuites et assurer que les rétorsions concerneraient d’autres pays que la Chine. Une voix plus rationnelle et moins discriminatoire, et qui est suivie par quelques républicains, qui tentent aujourd’hui d’obliger le Président à faire valider de nouveaux tarifs par le Congrès.
