Des investissements verts à surveiller de près / Les choix doivent être bien réfléchis au risque de devenir irréversibles

La conférence Green Swan organisée par la Banque des règlements internationaux a vu nombre de sommités essayer de distinguer quels dangers guettaient l’économie mondiale lors des années à venir. Parmi ces dernières Philippe Aghion, professeur au collège de France, a plaidé pour la mise en place de plusieurs instruments pour faciliter la transition énergétique et s’inquiète de possibles effets pervers des investissements actuels.

Une intervention sans concession et qui appelle à prendre des mesures de toute urgence. Voilà comment Philippe Aghion, professeur au collège de France, est intervenu il y a quelques jours au sommet Green Swan organisé par la Banque des règlements internationaux. Une prise de parole qui l’a vu affirmer que " les modèles climatiques basés sur l’innovation suggèrent que des mesures doivent être prises de toute urgence et que de multiples instruments doivent être utilisés".

Parmi ces derniers figure l’utilisation de la taxe sur le carbone, qui s’il ne s’agit pas d’un instrument miracle et suffisant à lui seul, il n’en constitue pas moins une part important de l’éventail des possibles. Avec la nuance importante apportée, lorsque "vous avez plus d’une externalité, il faut plus d’un instrument. C’est pourquoi on a besoin non seulement d’une taxe carbone mais aussi de quelque chose comme des subventions vertes, des politiques industrielles ou d’autres choix, mais la taxe carbone seule ne peut pas faire l’affaire ".

Coordination clé

Une des clés d’une transition ordonnée résiderait ainsi dans le rôle crucial de la politique industrielle verte et de sa tâche de coordination des efforts. En particulier tout ce qui a trait aux "complémentarités entre les secteurs [qui] peuvent conduire à des équilibres multiples où les technologies propres sont adoptées tout au long de la chaîne de valeur ou ne le sont pas ".

L’un des dangers d’une dynamique mal maîtrisée est que sur le court terme, en l’absence d’innovation on se focalise sur des effets de substitution. Notamment si le gaz de schiste s’avère significativement plus propre que le charbon pour le moment et détourne les flux d’investissements de l’innovation dans le charbon et des technologies de production propres. La présentation effectuée par Philippe Aghion a mis en avant la possibilité que ce phénomène "à long terme, [puisse] faire passer l’économie d’une trajectoire de baisse des émissions de CO2 à une trajectoire d’augmentation des émissions de CO2".

Départ sans tarder

Le chercheur a également rapporté les résultats de ses études sur le coût d’une politique différée par rapport à la politique optimale, ce qui suppose soit "qu’aucune mesure ne soit prise pendant 20 ans" ou bien que "la politique optimale est mise en œuvre par un planificateur".

Une comparaison qui a comme conclusion que "les modèles climatiques basés sur l’innovation suggèrent que des mesures doivent être prises de toute urgence et que de multiples instruments doivent être utilisés". Bien que malgré des travaux qui confirment le "coût du retard, mais pas de perte importante liée à l’utilisation de la seule taxe sur le carbone".
