Alors que la présentation du projet de loi de finances 2024 en Conseil des ministres aura lieu dans quelques jours, les tractations continuent de battre leur plein. En première ligne, l’on trouve notamment deux techniciens de Bercy : Mélanie Joder, directrice du Budget et Damien Ientile, directeur de cabinet de Thomas Cazenave, ministre délégué aux Comptes publics.

Par les temps qui courent, ils sont, au sein du ministère de l’Economie et des Finances, probablement parmi les plus sollicités. Présenté en Conseil des ministres mercredi prochain, le bouclage du projet de loi de finances 2024 entre dans sa dernière ligne droite (les arbitrages se poursuivent) et Mélanie Joder ainsi que Damien Ientile sont de ceux qui, à Bercy, ont fort à faire.
Il faut dire que l’une est directrice du Budget depuis l’été 2021, une administration phare du ministère des Finances composée de 245 agents chargée notamment de proposer une stratégie soutenable des finances publiques et de préparer le budget de l’État. L’autre est directeur de cabinet de Thomas Cazenave, le nouveau ministre délégué aux Comptes publics, après avoir été celui de ses deux prédécesseurs que sont Olivier Dussopt et Gabriel Attal ; il est ainsi le second de l’homme qui construit et exécute le budget.
Diplômée de Sciences Po Paris, Mélanie Joder a fait son entrée à l’Ecole nationale d’administration en 2003 (promotion Romain Gary) où ses condisciples n’étaient autres qu’Anne-Michelle Basteri, ex-directrice exécutive de NJJ Capital, la holding personnelle du patron de Free Xavier Niel, Hélène Dantoine, directrice de la diplomatie économique au ministère de l’Europe et des Affaires étrangères, Cécilia Berthaud, secrétaire générale adjointe à la planification écologique, Julien Goubault, secrétaire général de Klépierre ou encore Waël Rizk, directeur adjoint des finances et de la politique durable du groupe Caisse des Dépôts. Etant sortie major de la prestigieuse école, Mélanie Joder a pu faire le choix d’intégrer l’Inspection générale des finances.
Après avoir fait ses classes pendant quatre ans dans le corps, Mélanie Joder entre à la direction du Budget où elle gravit les échelons jusqu’à y diriger une sous-direction. Puis, en septembre 2015, elle devient directrice générale déléguée d’Universcience, l’établissement public du Palais de la découverte et de la Cité des sciences et de l’industrie. Elle est ensuite nommée directrice des affaires financières au sein du ministère de l’Éducation nationale et de la Jeunesse.
Damien Ientile, lui, est un normalien ayant fréquenté la rue d’Ulm en plus d’être passé sur les bancs de l’ENA (promotion Marie Curie). Il y termine major de promotion devant Florian Colas et Morgane Colas-Weill, respectivement directeur du Renseignement et des Enquêtes douanières et directrice adjointe de cabinet de la Première ministre Elisabeth Borne. Au sortir de l’école de formation des hauts fonctionnaires, son choix se porte, comme Mélanie Joder, sur l’IGF.
Durant quatre ans et demi, il mène différentes missions au sein de ce grand corps de l’Etat. Il y conduit, entre autres, des travaux portant sur la mobilité géographique des travailleurs, les exonérations de cotisations sociales, l’encadrement des retraites "chapeau" ou encore l’assurance emprunteur.
Il fit ensuite un passage chez Société Générale en qualité de directeur ECM (Equity Capital Markets).
