Londres tiraillée entre logique électorale et budgétaire / L’exécutif britannique n’a quasiment plus de marge de manoeuvre
"Il s’agira d’un budget prudent et responsable pour la croissance à long terme - lutte contre l’inflation, plus d’investissements, plus d’emplois". Jeremy Hunt, le chancelier de l’Échiquier britannique, a esquissé ce dimanche les contours du budget de printemps qu’il dévoilera ce mercredi. Une autre donnée n’est cependant pas présente dans son affirmation ; les élections législatives devant se dérouler au second semestre 2024.
Il s’agit en effet "probablement du dernier événement fiscal majeur avant les élections", comme le rappelle Barclays, et cela implique pour "le chancelier Hunt [qu’il] devra trouver un équilibre entre l’impératif politique de réduire les impôts et la nécessité d’éviter des résultats négatifs sur le marché". Un avis partagé par Mujtaba Rahman, directeur général pour l’Europe au sein du groupe de consultants Eurasia Group, ce dernier jugeant que "la pression politique exercée sur M. Hunt pour qu’il accorde des réductions d’impôts est énorme". Il faut dire que les travaillistes disposent actuellement d’une avance de 20 points dans les sondages.

Ce n’est pas pour autant le fruit du hasard si le chancelier Hunt se retrouve aujourd’hui à marcher sur des oeufs. Guillaume Derrien, économiste chez BNP Paribas, rappelait ces derniers jours que "si le budget d’automne avait permis d’instaurer des allégements fiscaux notables, avec pour mesure de soutien la plus importante, la baisse du taux de cotisations sociales, cela a eu pour effet de réduire les marges de manœuvre du gouvernement". Or, depuis la situation économique ne s’est pas améliorée de l’autre côté de la Manche, le PIB réel s’étant non seulement replié au quatrième trimestre mais également au troisième, avec une baisse de 0,1 %.
L’optimisme est d’autant moins de mise que l’économiste chez BNP Paribas rappelle que tant "l’augmentation des recettes fiscales" que " l’élimination progressive des mesures de soutien à l’énergie pour les ménages et les entreprises" ont été plus que compensées "par une augmentation des dépenses sociales, ainsi que des hausses de salaires dans la fonction publique ". Du côté de chez Barclays, on estime que cela devrait conduire à ce que " le gouvernement soit parfaitement conscient de la possibilité d’une réaction négative des marchés si les choix budgétaires sont jugés imprudents".
A minima
La crédibilité de Londres vis-à-vis des places financières n’est pas au plus haut, avec une dette du secteur public qui a battu un record en octobre, dépassant la barre des 3 000 milliards de livre sterling, soit environ 110 % du Produit intérieur brut du Royaume-Uni. Un tableau d’ensemble qui fait arguer à Barclays qu’il faut s’attendre à ce "que la petite marge de manœuvre budgétaire soit utilisée pour des réductions de l’impôt sur le revenu ou de l’impôt sur les sociétés, ce qui ne changerait pas la donne pour les perspectives de croissance et d’inflation ".
