Le gouvernement britannique retarde l’arrivée de la rigueur budgétaire / Le budget de printemps utilise une partie de la marge de manœuvre disponible
"Un budget avec un plan pour faire croître l’économie, pour de meilleurs services publics et pour rendre le travail rémunérateur". Ce sont les mots qu’emploie Jeremy Hunt, le chancelier de l’Échiquier britannique, pour décrire le budget de printemps qu’il vient de dévoiler. Un avis qui n’est pas partagé que ce soit par Paul Dales, économiste en chef pour le Royaume-Uni chez Capital Economics, qui juge qu’il a "tenté de s’attirer les faveurs des électeurs avant les élections", là où Paul Johnson, directeur de l’Institute for Fiscal Studies (IFS), évoque qu’il avait "appris à nous attendre à un certain degré de poudre aux yeux dans le budget. La journée d’aujourd’hui n’a pas dérogé à la règle, si ce n’est que M. Hunt a décidé de taxer la fumée et de refléter les promesses fiscales du parti travailliste sur les non-résidents et le pétrole de la mer du Nord ".
Ce n’est donc pas le "don net de 13,9 milliards de livres en 2024/25 (selon les calculs du Trésor), principalement en raison d’une nouvelle réduction de 2 pence de la taxe sur l’assurance nationale pour les employés (coûtant 10 milliards de livres en 2028/29) et d’un gel de la taxe sur les carburants (coûtant 0,8 milliard de livres en 2028/29)" qui prime pour l’économiste, mais plutôt le fait qu’au " cours des deux premiers événements fiscaux qui ont suivi chaque élection depuis 1990, les impôts ont été augmentés en moyenne de 8 milliards de livres sterling en monnaie courante". Il ajoute également que les réductions d’impôts annoncées ont été partiellement compensées par des augmentations d’impôts pour les personnes non domiciliées, les fumeurs, les locations de vacances, les entreprises pétrolières et gazières et les vols d’affaires.

Lorsqu’ils essayent de se projeter, tant Paul Dales que Paul Johnson ne sont pas franchement optimistes. Ce dernier estime que si l’Office for Budget Responsibility (OBR), organe responsable des prévisions budgétaires outre-Manche, "a légèrement revu à la hausse ses prévisions de croissance économique, […] le tableau général des finances publiques reste largement inchangé par rapport à l’automne". Là où le premier nommé juge que "le cadeau fiscal net de 13,9 milliards de livres (0,5 % du PIB) en 2024/25 dans le budget peut, à la marge, aider à sortir l’économie de sa légère récession avant les élections qui se tiendront plus tard dans l’année", il n’empêchera nullement qu’un resserrement important de la politique budgétaire soit "toujours prévu après les élections, ce qui nécessitera probablement de nouvelles hausses d’impôts".
Le directeur de l’IFS est même plus acerbe et argue que "le chancelier est toujours sur la bonne voie pour stabiliser la dette en tant que fraction du revenu national dans cinq ans, à peu près, mais seulement sur la base d’une promesse farfelue d’augmenter les taxes sur les carburants (cette fois, nous sommes sérieux - promesse !) et d’un ensemble de plans de dépenses post-électoraux qui impliquent encore des réductions substantielles du financement de nombreux services publics qui luttent clairement avec leur niveau de financement actuel". Il estime qu’il faut avant tout être "reconnaissants à M. Hunt de ne pas avoir prévu des coupes encore plus importantes dans des services publics non encore spécifiés ".
Jouer sur les taux
Les calculs effectués par les soins de Capital Economics établissent qu’il est possible que ce budget de printemps signifie " que la croissance du PIB en 2024 est plus proche de 0,2 % que de notre prévision actuelle de 0,0 %". De quoi rendre les équipes de Paul Dales un " peu plus confiantes quant à la fin de la légère récession au cours du premier semestre de cette année". Les vases communicants faisant leur effet, il est bien possible que cela soutienne l’inflation et "rende la Banque d’Angleterre un peu moins encline à réduire prochainement ses taux d’intérêt de 5,25 %". Il est cependant espéré que dans le cas où "le vainqueur des élections conserve sa crédibilité budgétaire, les rendements des gilts à 10 ans pourraient passer de 4,00 % actuellement à 3,25 % cette année".
