Un ancien patron de l’Agence France Trésor pour diriger le Fonds de garantie des dépôts et de résolution / Anthony Requin nommé président du directoire
A la tête des « traders de la République » pendant la crise pandémique cet énarque qui a passé 23 de ses 26 années de carrière à Bercy va piloter l’organisme dont la mission consiste notamment à protéger les clients en cas de défaillance de leur banque et établissement financier.

Le Fonds de garantie des dépôts et résolution (FGDR) fait partiellement peau neuve. L’organisme né en 1999 lors de la défaillance du Crédit martiniquais dont l’objectif est entre autres de protéger et indemniser les clients en cas de défaillance de leur établissement bancaire ou financier, voit Anthony Requin devenir président du directoire. En plus d’Anthony Requin, le directoire compte dans ses rangs un ancien inspecteur général de Bpifrance, Michel Caledano, et il opère sous le contrôle d’un conseil de surveillance, comprenant douze membres, présidé par Jérôme Grivet, directeur général délégué de Crédit Agricole S.A.
Le FGDR gère quatre mécanismes : la garantie des dépôts, celle des titres, celle des cautions et celle des services de gestion de portefeuille. A date, il couvre 1 178 établissements adhérents (les ressources du fonds sont constituées de contributions prélevées auprès de ses adhérents) et peut intervenir "avant défaillance en mode préventif ou résolutif, ou en indemnisation des clients", précise l’institution.
Fin 2023, ses ressources s’élevaient à 7,729 milliards d’euros (dont 7,446 milliards d’euros sont destinés à la garantie des dépôts). "Outre ce montant de réserves constituées, le FGDR dispose d’une ligne de crédit de 1,5 milliard d’euros activable à tout moment auprès de différents établissements, et de la possibilité de prélever des contributions exceptionnelles auprès de ses adhérents, ce qui porte sa capacité financière à près de 16 milliards d’euros", avait indiqué, en septembre, Anthony Requin, à l’occasion d’une audition par la Commission des finances de l’Assemblée nationale.
Enarque, diplômé de Sciences Po Paris, de l’Institut d’Administration des Finances (IAF) mais aussi de l’ESSEC, Anthony Requin a occupé diverses fonctions au sein de la direction générale du Trésor du ministère de l’Économie, des Finances et de l’Industrie de 1998 à 2015, notamment au sein du service des affaires multilatérales et du développement, du service de financement de l’économie et de l’Agence France Trésor, dont il a occupé la fonction de directeur général de 2015 à 2021.
A la tête des "traders de la République", l’homme de 54 ans aura participé au lancement de la première émission mondiale d’une obligation souveraine verte (7 milliards d’euros) et dû solliciter ardemment les marchés de titres à revenu fixe en 2020 pour permettre à la France d’affronter la crise pandémique.
Au cours de sa carrière, Anthony Requin a également occupé des fonctions de conseiller au Fonds monétaire international (FMI), et d’administrateur suppléant pour la France au sein du groupe de la Banque Mondiale. Il a par ailleurs été co-président du Club de Paris (groupe de créanciers publics qui se donne pour objectif de répondre aux difficultés de paiement de pays endettés).
Nommé inspecteur général des finances en 2021, il coordonnait depuis mai 2024 l’aide financière à la Nouvelle-Calédonie pour en assurer la stabilisation économique et la reconstruction.
