La seconde journée du forum annuel des Banques centrales organisé par la BCE, qui se tient d’ordinaire à Sintra au Portugal, a eu lieu hier. Un des panels de cette conférence virtuelle était composé d’Andrew Bailey, le gouverneur de la Banque d’Angleterre, Christine Lagarde, la présidente de la BCE, et Jerome Powell, le président de la Réserve fédérale américaine.
Et les trois banquiers centraux ont affiché un plaisir contenu de voir arriver un vaccin alors que le géant américain Pfizer et son partenaire allemand BioNTech ont annoncé lundi que leur candidat-vaccin était efficace à plus de 90 %. Jerome Powell a déclaré qu’une telle avancée était "certainement une bonne et heureuse nouvelle pour le moyen terme". Toutefois il a averti que "d'importants défis et incertitudes subsistent" concernant sa production, sa distribution et son efficacité réelle. "De notre point de vue, il est tout simplement trop tôt pour évaluer avec certitude les implications de cette nouvelle pour la trajectoire de l'économie", a-t-il analysé.
Le gouverneur de la Banque d'Angleterre, Andrew Bailey, a également fait part d’un optimisme mesuré. "C'est une bonne nouvelle évidemment, c'est encourageant et nous avons besoin de signes encourageants, mais… il nous faut attendre la mise en oeuvre". Il a ajouté que le développement d'un vaccin était conforme aux attentes de la BoE pour un meilleur scénario sanitaire l'année prochaine. Christine Lagarde, quant à elle, souligne qu’il y a encore de nombreuses interrogations qui entourent le vaccin. Toujours est-il qu’elle estime que "nous constatons clairement un peu moins d'incertitude sur plusieurs fronts", mentionnant l'élection de Joe Biden à la présidence des États-Unis et le fait que les négociations sur le Brexit avancent. La pandémie a créé un "grand fleuve d'incertitude", a-t-elle résumé.
Et elle a déclaré qu'il était "crucial" que les politiques fiscales et monétaires, qui "ont été extrêmement utiles", fassent "le pont de l'autre côté du fleuve et continuent à soutenir l'économie afin qu'il y ait le moins de dommages durables possible". Le même discours que serine Jerome Powell depuis plusieurs mois lors de chacune de ses conférences de presse. Ce dernier s’est d’ailleurs projeté et a évoqué l’après pandémie. "Nous nous redressons, mais vers une économie différente", a déclaré le banquier central. "Il y aura un nombre important de travailleurs qui auront besoin d'aide pour trouver leur chemin dans l'économie post-pandémique, parce qu'elle sera fondamentalement différente". Il a notamment évoqué les importants changements technologiques qui nous attendent. Adoptant la même attitude prospective, Christine Lagarde a estimé que "ce sont les femmes et les jeunes qui risquent de conserver les cicatrices les plus durables" de la crise pandémique.
