Le déséquilibre entre l’offre et la demande fait flamber les prix du fret maritime
Les bateaux qui stagnaient au large de Singapour, faute de demande, doivent maintenant en urgence être réaffrétés pour répondre au besoin en fret maritime qui retrouve son rythme de croisière depuis le mois de novembre. En découle une flambée inédite des prix du commerce maritime, en particulier sur les routes depuis l’Asie vers le reste du monde.
Le Freightos Baltic Index, un indice qui mesure le prix du transport par conteneur de marchandises, a été presque multiplié par quatre en trois mois, passant de 2.119 dollars à 7.827 dollars entre le 1er novembre et le 5 février pour la route depuis la Chine vers l’Europe. Concernant la route trans-Pacifique allant de la Chine vers la côte ouest des États-Unis, le prix a été multiplié par 2,6, passant de 1.638 dollars à 4.286 dollars entre le 31 mai dernier et début février. Plusieurs facteurs expliquent cette nouvelle donne.
La forte reprise du trafic maritime depuis le début de l’hiver
Première tendance de fonds de nature à expliquer la hausse des prix : le niveau de commerce mondial a finalement retrouvé et même dépassé son niveau prépandémique à compter du mois de décembre dernier selon les statistiques, étant donné la forte reprise de la demande en produits manufacturés en provenance de l’Asie. "La demande en conteneurs a augmenté de façon exponentielle" affirme un courtier de Braemar ACM, Jonathan Roach. Cette hausse soudaine est d’autant plus imprévisible que le fret maritime avait d’abord baissé en intensité au début de la pandémie, de 4,1 % au cours des 10 premiers mois de l'année, selon une estimation de la Conférence des Nations unies sur le commerce et le développement (Cnuced).
Les changements de comportement des consommateurs, qui allouent davantage leur épargne à l’achat de biens ménagers et équipements électroniques afin de travailler depuis chez eux, expliquent cette tendance. D’autant qu’on observe un report de ce qui n’est pas alloué aux services - tourisme et restauration - vers ce type d’achat. À cela s’ajoute l’essor de l’e-commerce du fait de la fermeture totale ou partielle des centres commerciaux. Enfin, au dernier trimestre de l’année 2020, le trafic a augmenté en raison du phénomène d’anticipation par les détaillants britanniques de leurs besoins en produits manufacturés avant leur sortie du marché unique.
Le dérèglement du commerce mondial
Mais si la hausse des besoins mondiaux en porte-conteneurs par rapport à l’offre disponible a participé à tirer les prix d’expédition vers le haut, cela n’explique pas tout. Le dérèglement du commerce mondial au premier semestre y a également participé. En raison du retour à la croissance du marché chinois avant le reste du monde, puis des États-Unis, certains porte-conteneurs ont été redirigés au cours du deuxième trimestre sur les lignes commerciales les plus dynamiques comme la ligne Asie - Amérique du Nord, au détriment de la route entre l'Asie et le Vieux continent.
En parallèle - et cela pourrait aussi avoir eu un impact sur les prix - les dockers continuent de devoir se plier aux mesures sanitaires imposées, en place depuis le début de l’épidémie, dans les ports, dans les centres logistiques, dans les dépôts de stockage de conteneurs vide. Ces pertes d’efficacité à chaque étape de la logistique provoquent un engorgement des ports et retardent le retour des conteneurs une fois déchargés. Selon un courtier joint par WanSquare, cette situation de congestion serait particulièrement alarmante dans certains ports d’Europe du Nord, d’Afrique de l’ouest ainsi que de la côte ouest des États-Unis, en particulier à Los Angeles où 45 navires sont en ce moment à l’arrêt. Jusqu’à présent, la hausse des coûts n’impacte que les entreprises et pas les consommateurs finaux, l’inflation étant contenue par les politiques d’assouplissement des banques centrales.
