Nicolas Dufourcq repart pour un tour / Le Parlement vient d'avaliser son nouveau mandat à la tête de Bpifrance
Jamais deux sans trois. Nicolas Dufourcq entame cette année son troisième mandat à la tête de Bpifrance, une institution qu’il dirige depuis sa création il y a dix ans. Comme il l’a rappelé devant l’Assemblée puis le Sénat ce matin, deux auditions qui ont abouti à ce que l’Assemblée nationale émette "un avis favorable à la nomination de M. Nicolas Dufourcq", tout comme la commission du Sénat.
Une reconduction obtenue sans surprise et sans peine, la Commission réunie à l'Assemblée lui ayant accordé 31 voix sur un total de 42 votants et ce avec uniquement quatre avis défavorables. Il venait en terrain connu, étant donné qu’il était venu défendre son bilan courant janvier devant les mêmes parlementaires.
S’il n’a logiquement pas reproduit à l’identique son exposé d’il y a quelques semaines, il a réaffirmé les changements majeurs connus par Bpifrance durant ses deux précédents mandats. Avec en premier lieu, le constat que "tout a doublé, la taille du bilan a doublé, la taille des volumes de crédit a augmenté de l’ordre de 70 %, le financement de l’innovation a augmenté par 10".
Pas de naïveté
Ce changement de taille associé à la récente pandémie ne semble pas avoir usé la volonté de celui qui dirige depuis dix ans Bpifrance et il l’a clamé, arguant qu’il avait " une impatience pour la France. Tant que les problèmes ne sont pas résolus, je ne peux pas imaginer m’arrêter". S’il n’a pas nié que les objectifs, notamment en termes de transition énergétique, fixés à l’horizon 2025 étaient "très très ambitieux". Il a rappelé aux parlementaires qu’il ne fallait pas tirer de plan sur la comète et que "de toute façon nous serons surpris par l’histoire et ce même dès 2023 ".
Nicolas Dufourcq a également reconnu que la réindustrialisation du pays ne se ferait pas sans mettre la main à la poche et "qu’au total, argent privé et argent public, elle coûterait plus cher qu’on ne le pense." Un exercice sans langue de bois, qui a conduit le Parlement à lui renouveler sa confiance.
Pragmatisme
Le chantre de l’entrepreneuriat français a également défendu à nouveau l’importance pour l’Hexagone d’être compétitif en ce qui concerne les impôts de production. Il a demandé aux parlementaires d’avoir "conscience de la vérité de la compétition mondiale, puisqu’il s’agit de ça maintenant".
Ce qui est également clair pour lui concernant les impôts de production, c’est que "tout ce qu’on laisse à l’entrepreneur ne part pas en dividende […] mais est affecté en investissements dans les machines". Là également, le directeur général de Bpifrance n’a pas caché que cela pourrait affecter à court terme notre déficit commercial mais que c’est le prix à payer pour que nous "re-robotisions la France".
