Législatives anticipées : le Nouveau Front Populaire dévoile le chiffrage de son programme / 150 milliards d’euros de dépenses nouvelles d’ici à 2027
Si le Nouveau Front populaire (NFP) arrivait au pouvoir dans un peu plus de deux semaines alors il est prévu que les dépenses publiques françaises augmentent de 150 milliards d’euros d’ici 2027. C’est ce qu’a annoncé la coalition de gauche, composée notamment de la France Insoumise, du Parti socialiste, du Parti communiste ou encore des Ecologistes (ex-EELV), ce midi à l’occasion de la présentation du chiffrage de son programme. "Nos recettes couvrent nos dépenses, par définition il n'y a donc pas d'accroissement envisageable du déficit public. Nous avons été relativement précautionneux en ne prenant même pas en compte un potentiel effet multiplicateur positif [il mesure l'impact sur la croissance des chocs de politique budgétaire et son ampleur fait débat parmi les économistes, ndlr]", a déclaré Alexandre Ouizille, sénateur socialiste, durant la conférence de presse.
Dans le détail, 25 milliards d’euros de dépenses nouvelles seraient déployées dès cette année entre autres à travers la hausse de 10 % du point d’indice des fonctionnaires, l’abrogation des réformes des retraites et de l’assurance-chômage, la gratuité intégrale de l’école publique (cantine, périscolaire, fournitures, transport) ou encore la revalorisation des aides aux logements (APL) de 10 %. En face, le NFP souhaiterait récolter 30 milliards d’euros de rentrées fiscales nouvelles avec une taxe sur les superprofits (15 milliards d’euros) et un impôt de solidarité sur la fortune (ISF) avec une composante climatique (15 milliards d’euros).
En 2025, ce seraient 100 milliards d’euros de dépenses nouvelles qui verraient le jour. Sont évoqués : l’embauche d’enseignants pour réduire le nombre d’élèves par classe, un plan pluriannuel de recrutement des professionnels du soin et du médico-social et de revalorisation des métiers et des salaires, l’intensification de la rénovation thermique en privilégiant les rénovations globales, en augmentant les aides dédiées et en mettant en place le 0 reste à charge pour celles et ceux qui en ont besoin, le renforcement la structuration de filières françaises et européennes de production d’énergies renouvelables et l’introduction d’une garantie d’autonomie qui complète les revenus des jeunes situés sous le seuil de pauvreté.
Du côté des recettes nouvelles, le NFP prévoit la suppression des "niches fiscales inefficaces, injustes et polluantes" (25 milliards d’euros), un impôt sur les “successions dorées” qui rend l’impôt sur l’héritage plus progressif et cible les plus hauts patrimoines en instaurant une transmission maximale de 12 millions d’euros (17 milliards d’euros), la mise en place d’un barème de 14 tranches de l’impôt sur le revenu pour le rendre plus progressif et la progressivité de la CSG (5,5 milliards d’euros), la suppression de la flat tax, pour que les revenus du capital soient imposés au même niveau que les revenus du travail (2,7 milliards d’euros).
En 2026-2027, le NFP mise donc sur 25 milliards d’euros de dépenses supplémentaires (fin 2027, il est prévu que les dépenses supplémentaires s'élèvent à 150 milliards d'euros de plus qu'en 2024). La coalition désire renouveler et développer le transport ferroviaire avec un plan pour le rail et le fret, garantir l’accès aux services publics à tous sans condition de nationalité et sur tout le territoire par un plan d’investissement ayant pour objectif que personne n’habite à moins de trente minutes d’un accueil physique des services publics. Elle souhaite aussi porter le budget de la culture à 1 % du PIB et celui du sport à 1 % du budget de l’Etat. Pour ce qui concerne les recettes, le NFP veut s’appuyer sur un "impôt Zucman", du nom du chercheur Gabriel Zucman, spécialiste des problématiques de fiscalité internationale, sur les bénéfices des multinationales (26 milliards d’euros), la "montée en puissance de notre politique en faveur de l’égalité salariale entre les femmes et les hommes" (10 milliards d’euros) et enfin sur le renforcement de la taxe sur les transactions financières (3 milliards d’euros).
