Pierre Moscovici démuni face aux manques d’informations / Bruxelles pourrait bien être inflexible dans trois semaines
Pierre Moscovici, président du Haut Conseil des finances publiques, vient d’être auditionné par la Commission des finances du Sénat concernant l’avis du Haut Conseil relatif au projet de loi de finances pour 2025 et au projet de loi de financement de la sécurité sociale pour 2025. Regrettant les informations lacunaires à sa disposition, il a exhorté le gouvernement à faire beaucoup mieux notamment lors de la transmission prochaine à la Commission européenne d’un plan budgétaire et structurel à moyen terme.

Des changements constants de trajectoire et de cibles qui jettent une "ombre sur la crédibilité du pays". Pierre Moscovici, président du Haut Conseil des finances publiques (HCFP), a regretté devant les sénateurs composant la Commission des finances les errances passées de notre pays.
L’ancien commissaire européen s’est désolé à nouveau des "informations insuffisantes" transmises à ses équipes. En l’état actuel des choses, il constate que les prévisions macroéconomiques du gouvernement sont "fragiles" pour 2025 et est plus clément envers celles du plan budgétaire et structurel à moyen terme (PSMT).
Pour l’année prochaine, il a souligné que "la prévision de croissance du gouvernement s’éloigne du consensus si on prend en compte l’orientation restrictive du scénario de finance publique associée" et que les parlementaires devaient y accorder une vigilance toute particulière. L’avis rendu hier soir évoquait ainsi la nécessité de tenir compte "de l’impact négatif à hauteur de 0,2 point d’une croissance spontanée des prélèvements obligatoires, à législation constante, inférieure à celle du PIB".
Une audition qui l’a vu évoquer une fois de plus le fait que le gouvernement comptabilise certaines données en économie, là où Pierre Moscovici a confié aux sénateurs : "Je crois franchement que ce sont des prélèvements obligatoires."

Concernant le PSMT, il se réjouit "que le gouvernement nous ait saisis alors qu’il n’y était pas tenu [cette saisine n’est rendue obligatoire par les règles européennes qu’à partir de l’année 2032, ndlr], mais je regrette que l’information disponible sur la nature des mesures de recettes et de dépenses qui sous-tendent la trajectoire soit extrêmement faible".
Si ce "qui nous tue, c’est l’instabilité", a observé Pierre Moscovici, il a salué une "trajectoire présentée [qui] gagne en réalisme par rapport aux précédentes projections (avec notamment un retour sous les 3 % de déficit en 2029 et non plus en 2027), mais il importe qu’elle soit documentée et respectée", a-t-il souligné.
Une nécessité à court terme, puisqu’il a rappelé qu’il "va de soi que dans trois semaines, quand le gouvernement ira voir la Commission européenne, il devra donner pour le coup des justifications beaucoup plus approfondies sur les mesures qu’il souhaite prendre".
Finalité
Le sujet de l’endettement français n’est pas "une question de soumission au marché ou de soumission à l’Union européenne, c’est une question de bon sens" a exposé Pierre Moscovici. Il n’est pas lié à ses yeux uniquement à la procédure de déficit excessif ouverte à l’encontre de la France en juillet dernier. Une fois de plus il a tiré la sonnette d’alarme sur une "charge de notre dette [qui] était de 25 milliards d’euros en 2021 […] et [qui] si rien n’est fait filera vers les 100 milliards d’euros". Le président du HCFP a affirmé sa conviction "qu’un un État trop endetté est un État paralysé, à un moment donné un État impuissant et à la fin un État inutile".
