Turquie : la banque centrale tente de contrer l’effondrement de la livre

Alors que la monnaie turque chute face au dollar, les autorités compétentes proposent un nouveau plan d’action. Des mesures jugées insuffisantes par les marchés.

Depuis vendredi, la livre turque s’effondre face au dollar. En cause, l’administration Trump qui menace de révoquer les tarifs douaniers sur les exportations vers les États-Unis et l’inquiétude généralisée des marchés concernant la politique expansionniste de la Banque centrale de Turquie (la BCRT) en lien étroit avec les volontés du Président Erdogan.

Hier soir, le ministre des Finances Berat Albayrak et gendre du Président l’avait déjà annoncé : « Dès lundi matin, nos institutions prendront les mesures nécessaires pour calmer les marchés ». Cette déclaration n’aura pas été suffisante pour apaiser la dépréciation de la monnaie locale. En effet, la livre turque a franchi la barre historique de 7 contre un dollar à 4h00 cette nuit puis s’est légèrement reprise à 6,87 à 11h00.

En accord avec ce qu’avait déclaré Berat Albayrak, la BCRT a annoncé aujourd’hui une série de mesures pour endiguer le fort déclin de la devise. Ainsi, la Banque centrale a réduit le montant des actifs en garantie que les banques sont tenues de conserver en réserve. Et, les banques turques sont désormais autorisées à emprunter des dépôts en devises à échéance d’un mois, en plus des échéances d’une semaine. Enfin, la banque a annoncé qu’elle augmenterait les événements de ventes-achats de titres à court terme garantis par l’Etat pour les banques, un instrument essentiel pour assurer les besoins de liquidités à court terme sur le marché. Les opérations de swaps seront, elles, limitées. D’après le ministre, ces mesures devraient fournir au système financier 10 milliards de livres, 6 milliards de dollars et l’équivalent de 3 milliards en or de liquidité.

Les analystes continuent toutefois de pointer du doigt la Banque centrale qui n’a fait aucune annonce concernant ses taux, jugés faibles face à une inflation galopante qui a atteint 16% en juillet en glissement annuel. Par ailleurs, et alors que la BCE s’inquiétait déjà vendredi de potentiels risques systémiques associés à l’effondrement de la livre turque, la monnaie unique européenne semble pâtir de la situation. Vers 9h00 ce matin, l’euro s’échangeait à 1,137 dollar, son plus bas niveau depuis treize mois.
