La mort du projet européen de Macron ?

Les ministres des Finances de la zone euro n’ont pas réussi à s’entendre sur deux projets chers au Président français, un budget pour la zone euro et un mécanisme de garantie des dépôts. Entre l’effondrement politique d’Emmanuel Macron et la fin toute proche de l’ère Merkel, il y a désormais peu de chance pour que ces deux idées aboutissent.

Sans surprise, les réunions de l’Eurogroupe d’hier et de l’Ecofin d’aujourd’hui, au cours desquelles les chefs d’États et ministres étaient notamment censés plancher sur l’approfondissement de la zone euro n’ont pas donné lieu à de grandes avancées. Cela fait pourtant plus d’un an que le projet de réforme de la zone euro est en cours. Et après des mois de tergiversations, les ministres s’étaient entendus en juin dernier pour publier d’ici la fin de cette année une feuille de route concernant l’instauration d’un système d’assurance des dépôts européens, la mise en place d’un filet de sécurité financier pour le fonds de résolution unique et pour discuter d’instruments destinés à stabiliser et mieux faire converger l’union économique et monétaire.

Hier, les représentants européens se sont uniquement mis d’accord sur une extension des prérogatives du MES (mécanisme européen de stabilité), qui désormais pourra prêter au Fonds de résolution unique (FRU) au cas où une crise mobiliserait l’ensemble des ressources dudit fonds. Rappelons que le MES était jusqu’à présent destiné à accorder des prêts en levant de la dette sur les marchés, pour les pays en difficultés financières qui en auraient fait la demande ; les ministres ont précisé hier que le MES pourra accorder des prêts aux États ayant subi un choc économique externe, à condition toutefois qu’ils poursuivent une politique budgétaire saine et aient respecté leurs engagements sur les trois dernières années. Une condition exigée par l’Allemagne et qui exclurait de fait l’Italie si celle-ci faisait une requête au MES dans les prochains mois, estime Anton Brender, chef économiste chez Candriam. "Notre crainte est qu’en cas de fort ralentissement de la zone euro, la pérennité de la zone soit de nouveau remise en question", explique ainsi l’économiste.

L’Eurogroupe s’est tout de même entendu sur l’instauration de nouvelles règles pour faciliter la restructuration de la dette publique, d’ici 2022. Ainsi, les ministres ont convenu d’insérer des clauses d’action collective dans toutes les obligations d’un État émetteur qui permettront d’imposer une restructuration de la dette à la totalité des détenteurs. Ces CAC (mises en place pour les obligations hellènes après la crise grecque) permettront d’éviter que certains investisseurs peu scrupuleux négocient après coup des conditions très avantageuses et ainsi d’accélérer la procédure de restructuration.

Sur le sujet de l’union bancaire et en particulier du système européen de garantie des dépôts (European Deposit Insurance Scheme), les ministres ont déclaré en revanche qu’il devait "être retravaillé" afin de pouvoir "s’accorder sur une feuille de route en vue d’engager les négociations politiques", a ainsi affirmé Mario Centono, le président de l’Eurogroupe, lors d’une conférence de presse. "Nous créerons un groupe de travail de haut niveau chargé d’élaborer les prochaines étapes et d’en rendre compte en juin 2019". Ce qui selon Carsten Brzeski, économiste chez ING, "signifie en bon anglais que le projet n’a pas été mis au placard mais qu’il demeure un très long processus difficile à mettre en place".

L’idée d’Emmanuel Macron d’instaurer un budget de la zone euro financé par des impôts ad hoc a en revanche clairement été mise de côté. Les ministres ne sont notamment pas parvenus à se mettre d’accord sur l’emploi d’un tel budget même s’ils ont laissé une toute petite porte ouverte à une initiative franco-allemande sur le sujet. Ce qui ne risque plus d’arriver vu la crise politique intérieure que traverse le Président français, et alors que la Chancelière sera remplacée à la tête de son parti à la fin de cette semaine.
