Les 28 ministres de l'Economie vont se réunir demain à Bruxelles, l'occasion de discuter de trois grands sujets. Et pour Bruno Le Maire de convaincre son homologue croate lors d'une rencontre bilatérale en amont des réunions.

Bruno Le Maire, qui est en ce moment à Bruxelles pour participer aux réunions de l'Eurogroupe, assistera demain au Conseil des ministres de l'Union européenne pour les affaires économiques et financières (ECOFIN) lors duquel les ministres discuterons (encore) du projet de taxation sur la publicité numérique et échangeront à propos du semestre européen.
Le ministre français de l'Économie débutera sa journée par un entretien bilatéral avec Zdravko Marić, son homologue croate, avec qui il a déjà eu des différends sur les modalités d'entrée de la taxe sur le numérique. Ce dernier souhaite que la taxe Gafa soit définitive alors que l'ensemble des autres ministres européens souhaitent lui appliquer une clause de caducité dont le but est de passer progressivement la main à l'OCDE.
Lors d'un petit-déjeuner puis une réunion, les 28 ministres des Finances devront également parvenir à un accord pour moderniser les droits d'accises sur les boissons alcooliques, afin de réduire les coûts jugés trop lourds par les petites sociétés. Cette rencontre sera l'occasion de trancher sur le dernier point en suspens de InvestEU - qui vise à regrouper un ensemble d'instruments financiers "pour soutenir l'investissement et l'innovation et créer des emplois" - celui du lieu d'établissement du comité d'investissement du programme.
Enfin, les ministres procéderont à un échange de vues sur la mise en oeuvre des recommandations par pays, ce qui fait suite à la publication le 27 février des prévisions économiques d'hiver de la Commission dans le cadre du semestre européen. Pour la France, Bruxelles a fait état de déséquilibres : une dette publique qui est trop élevée et une faible dynamique de compétitivité dans un contexte de faible croissance de la productivité. Et l'exécutif conseillait à l'Hexagone de poursuivre pleinement la réforme du système d'allocations de chômage et du système des retraites, mais aussi de réexaminer ses dépenses pour assurer la viabilité des finances publiques.
Signe d'un rapprochement graduel, Bruno Le Maire terminera sa journée par une conférence de presse avec son homologue allemand Olaf Scholz.
