Le Premier ministre Édouard Philippe a décidé de repousser la révision des perspectives de déficit à l’horizon du quinquennat, explique-t-il dans un courrier au rapporteur général LREM de la commission des Finances de l’Assemblée. La loi de programmation des finances publiques, habituellement présentée à l’automne en même temps que le projet de budget, ne sera donc dévoilée qu’au printemps 2020.
Selon la Constitution française, depuis sa révision de 2008, "les orientations pluriannuelles des finances publiques sont définies par des lois de programmation. Elles s’inscrivent dans l’objectif d’équilibre des comptes des administrations publiques." La loi de programmation des finances publiques fixe l’objectif à moyen terme des administrations publiques. Elle détermine, en vue de la réalisation de cet objectif à moyen terme et conformément aux traités, les trajectoires des soldes budgétaires structurels et effectifs annuels successifs des comptes des administrations publiques, ainsi que l'évolution de la dette publique.
Matignon fait état, entre autres, de deux raisons pour expliquer le report de la loi de programmation. La première tiendrait au déroulé de la réformes des retraites. Alors qu'elle doit être mise en oeuvre à partir de 2025. On comprend ainsi mal en quoi elle pourrait être un obstacle à l'évaluation des dépenses des APU. La seconde, davantage fondée, tient aux conséquences incertaines du Brexit. En fait, c'est peut-être une façon pour Matignon de jouer la montre, et éviter que le Haut Conseil des finances publiques puisse déjà jeter un oeil sur des projets budgétaires qui ne tiennent pas debout. Rappelons à ce sujet que le déficit public de la France ne baisse pas en dessous des 2,2 % en pourcentage du PIB alors que la loi de programmation des finances publiques de 2018-2022 prévoyait un déficit maximal de 1,5 % du PIB pour 2020.
C'est aussi peut-être une autre histoire de calendrier. Présenter un plan budgétaire bancal avant les élections municipales porteraient un coup sûr à la majorité du gouvernement. L"État peut en tout cas toujours compter sur la Banque centrale européenne qui avec sa politique monétaire accommodante lui permet de rouler sa dette tous les ans à taux très faible voire négatif et ainsi diminuer la charge d'intérêt à terme qu'il devra payer tous les ans ; 20 milliards d'euros d'économies d'ici 2022 à politique monétaire constante, et ce, sans faire le moindre effort. Ironiquement, c'est un chiffre proche des dépenses consacrées aux mesures pour les Gilets jaunes, qui sont de l'ordre de 17 milliards d'euros.
