Le Père Noël commence sa distribution d’étrennes

Les Français croient toujours au Père Noël. Et ils ont raison. Car il leur suffit de manifester dans un climat social très tendu pour que l’État trouve tout de suite des milliards d’euros qu’il n’avait pas les semaines précédentes…

Édouard Philippe vient donc de présenter le troisième plan hôpital en l’espace de six mois. Le premier, destiné aux seuls urgentistes avait coûté 70 millions d’euros et n’avait servi à rien puisque la grève des services d’urgences s’est poursuivie. Le deuxième a consisté en l’annonce de 20 mesures pour la médecine hospitalière avec à la clé 750 millions d’euros pour l’hôpital à distribuer au cours des quatre dernières années. Il n’a pas eu plus de succès puisqu’il y a quinze jours les blouses blanches ont défilé un peu partout en France afin de dénoncer leurs conditions de travail et leurs faibles rémunérations.

Résultat, Édouard Philippe a pris la place d’Agnès Buzyn pour annoncer ce matin un plan concocté à la hâte – en l’occurrence hier matin – dans le bureau du Premier Ministre. Avec comme principale mesure la reprise de la dette des hôpitaux – étalée sur les trois prochaines années en trois tiers – qui s’élève à près de 31 milliards d’euros et qui coûte au système hospitalier 840 millions d’euros par an. Donc dès l’année prochaine, les hôpitaux vont recevoir une bouffée d’oxygène équivalente à 280 millions d’euros grâce à ce transfert de dettes. En plus de cela le budget de l’assurance maladie pour les hôpitaux va augmenter d’1,5 milliard d'euros supplémentaires sur les trois prochaines années, dont 300 millions dès 2020. Enfin une prime de 800 euros net sera attribuée de manière pérenne à quelque 40.000 infirmiers et aides-soignants vivant à Paris et sa proche banlieue et gagnant moins de 1.900 euros par mois. Mesure importante, dont le coût ne dépassera pas 35 millions d’euros.

Au total, l’État qui expliquait n’avoir pas un sou – et c’est vrai puisque toutes ces promesses creuseront le déficit – va distribuer 615 millions d’euros dès l’année prochaine. Et cela compte tenu du succès de la manifestation des blouses blanches et de l’annonce par les internes d’une grève illimitée à compter du 10 décembre. Depuis l’effet "Gilets jaunes" il suffit de protester et l’État-Père Noël vide son papier d’étrennes sans même regarder l’impact sur les finances publiques. Ce n’est pas vraiment la "révolution" ou la transformation de la France qu’Emmanuel Macron annonçait lors de son livre préparatoire à sa campagne présidentielle. Entre-temps la peur a changé de camp… !
