Brexit : le coût ne serait pas minime pour le Royaume-Uni / Un think tank évoque le chiffre de 37 milliards d’euros

Au deuxième trimestre 2022, le Produit intérieur brut britannique était inférieur de 5,5 % au niveau qu’il aurait atteint si le Royaume-Uni n’avait pas quitté l’Union européenne, affirme le Centre for European Reform (CER).

Six ans après le référendum, le bilan économique serait loin d’être glorieux. La décision que le peuple britannique a prise de quitter l’Union européenne (UE) aurait coûté 33 milliards de livres au Royaume-Uni (37 milliards d’euros), d’après une étude du Centre for European Reform (CER), think tank spécialisé sur l’UE. Au deuxième trimestre 2022, le Produit intérieur brut (PIB) du Royaume-Uni est inférieur de 5,5 % à celui qu’il aurait atteint en l’absence de départ de l’UE, avance John Springford, directeur adjoint du CER et auteur de l’étude.

Dans le détail, l’investissement est inférieur de 11 % ; le commerce de marchandises de 7 % tandis que le commerce des services est à peu près le même. "Le succès du Brexit a inévitablement entraîné des hausses d’impôts, car une économie à croissance plus lente nécessite une fiscalité plus élevée pour financer les services et les prestations publiques. Si le Brexit n’avait pas eu lieu, la plupart des hausses d’impôts annoncées par le chancelier Rishi Sunak en mars 2022 n’auraient pas été nécessaires [Rishi Sunak avait alors annoncé 46 milliards de livres sterling de hausses d’impôts, ndlr]", explique John Springford.

A noter que les déficits de PIB et d’investissement sont à peu près les mêmes que les dernières estimations pour le quatrième trimestre de 2021. "Cela suggère que l’impact de Covid-19 n’affecte pas de manière substantielle les résultats", indique John Springford.

Pour établir ces résultats, un algorithme comparant les données relatives aux performances économiques du Royaume-Uni avec celles de 22 autres économies avancées a été conçu (Etats-Unis, Allemagne, Nouvelle-Zélande, Norvège ou encore Australie notamment). Il sélectionne un sous-ensemble de ces pays et attribue à chacun une pondération, afin de créer un panier de pays qui forment un Royaume-Uni alternatif (celui qui n’aurait pas quitté l'UE).

Dans une étude parue au printemps 2022, l’Office of Budget Responsibility (OBR), l’organisme de surveillance budgétaire du gouvernement britannique, estimait que le Brexit réduirait la productivité de long terme de 4 % par rapport à un scénario de maintien dans l’UE. Cette estimation prend en compte "l’Accord de commerce et de coopération", accord de libre-échange signé entre le Royaume-Uni et l’UE fin 2020.

Le principal canal de transmission est celui de l’augmentation des barrières non tarifaires sur le commerce entre le Royaume-Uni et l’UE qui "constitue un obstacle supplémentaire à l’exploitation des avantages comparatifs". Selon cette même étude, à long terme, les exportations et les importations seront inférieures d’environ 15 % à ce qu’elles auraient été si le Royaume-Uni était resté dans l’UE.
